The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve request to ratify letter of support for the Scott River Tailings Off-Channel Habitat Connectivity Project.

Adopt Proclamation recognizing National Hunting and Fishing Day on September 26, 2026.

C.           County Administration

Approve contract with Rincon Consultants, Inc. to conduct a planning and feasibility study to evaluate the repair and use of high mountain lakes reservoirs, in an amount not to exceed $125,000 for a term ending November 30, 2027.

D.           County Administration

Approve Master Services rate agreement with Humboldt Moving & Storage dba Hemsted's Record Management and Shredding to provide certain contracted services to County departments, at the rates specified in Exhibit A - Rate Sheet, for the term September 15, 2026 through June 30, 2029.

E.            County Administration

Approve letter to the USDA Forest Service expressing support for Alternative 2 in the Draft Environmental Impact Statement for the proposed action to rescind the 2001 Roadless Rule.

F.            County Administration - Personnel

Adopt Proclamation recognizing Senior Bus Driver Jeffrey Varnell for 21 years of dedicated service on the occasion of his retirement.

G.           General Services - Sanitation

Approve agreement with Clean Harbors Environmental Services, Inc., to provide electronic and universal waste collection, transportation, processing and recycling services at the Oberlin Road, Happy Camp and Black Butte Transfer Stations, at rates specified in Attachment B - Cost Proposal, in an amount not to exceed $450,000 for the term September 1, 2026 through August 31, 2029.

H.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Gary Ernst to provide services related to administrative and fiscal review, increasing compensation by $75,063 to a total not to exceed $150,063 for a term ending June 30, 2027.

I.              Transfer of Funds

1.         Sheriff - $107,974. Requires 4/5 Vote.

A.            Budget Hearing - (For budget purposes only the Board of Supervisors will be conducting business as: the Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority).

County Administration - Public hearing to consider adoption of the Fiscal Year 2026/2027 Adopted Budget, including the following:

1.         Adopt Resolution specifying the amount of appropriation approved in the Fiscal Year 2026/2027 Adopted Budget and approve all additions and deletions to the Recommended Budget for Fiscal Year 2026/2027, of which includes financing uses by unit, intrafund transfers by unit, transfers out by fund, appropriations for contingencies by fund, provisions for restricted and committed accounts by fund and purpose, and financing sources, in the amount of $479,377,948; and

2.         Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation list, and approve new job classifications; and

3.         Adopt the County Statement of Allocated Positions and Salary Schedules.

B.            Community Development

Continued public hearing to consider Resolution amending the Rules for the Establishment and Administration of Agricultural Preserves and Williamson Act Contracts. (Continued from August 11, 2026)

9.            Closed Session - It is the intent of the Board to meet in closed session to discuss the following items:

A.            Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, significant exposure to litigation pursuant to Government Code §54956.9(d)(2), two cases.

B.            Flood District - Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, significant exposure to litigation pursuant to Government Code §54956.9(d)(2) one case.

C.           In Home Supportive Services Public Authority - Conference with labor negotiators pursuant to Government Code §54957.6, agency designated representatives: Hayley Hudson, name of employee organization: IHSS Public Authority.
