The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement with California Department of Food and Agriculture for Nursery Inspections in an amount not to exceed $53,264 for the term July 1, 2026, through June 30, 2027.

B.            Agriculture

Approve agreement and modification number 1 with the Bureau of Reclamation for pesticide use enforcement on Tulelake Lease Lands in an amount not to exceed $424,097 for the term September 1, 2026, ending May 31, 2031.

C.           Animal Control

Approve contract with Siskiyou Veterinary Services, to provide services described in Exhibit A at the rates specified in Exhibit A for the term July 1, 2026, through June 30, 2029.

D.           Auditor

Adopt Resolution setting property tax rates for the 2026/2027 Fiscal Year.

E.            County Administration

Approve request to ratify the letter to Senate President pro Tempore Limón and Assembly Speaker Rivas expressing Opposition to Proposed Limits on Public Agency Recovery for Utility Caused Wildfires.

F.            County Administration

Acknowledge receipt of informational letter from the Tri-Counties Workgroup to the Chair and Ranking Member of the U.S. Senate Committee on Environment and Public Works, respectfully requesting a hearing and support for S. 1306, Federal Gray Wolf delisting legislation.

G.           County Administration

Approve Employment Agreement by and between the County of Siskiyou and Cole Bray for the position of County Administrator effective September 25, 2026.

Approve request to ratify the August 21, 2026, letter to Dr. Jennifer Norris expressing that the Board of Supervisors oppose funding for The Wildlands Conservancy Acquisition of Beaver Valley Headwaters Preserve (AP Ranch).

Adopt Resolution re updating Conflict of Interest Code, designating members and employees in all County Departments, Special Districts and School Districts.

J.             General Services - Sanitation

Approve contract with Climate & Waste Systems Advisory, Ltd. Co., to conduct a comprehensive solid waste disposal fee in an amount not to exceed $52,000, for the term September 1, 2026, through June 30, 2027.

K.            General Services - Sanitation

Approve addendum to George Chambers contract in an amount not to exceed $2,890,894.76 with a term ending on June 30, 2027.

L.            Health and Human Services - Behavioral Health Division

Approve agreement with The Sierra Health Foundation Center for Health and Program Management for scope of services described in attachment, in an amount not to exceed $341,146.25  for the term March 1, 2026, through March 31, 2028.

M.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Rose Smith dba Rose Therapy to provide certain counseling services, deleting and replacing Exhibit A-scope of services and extending the term through June 30, 2027.

Approve addendum to Lease Agreement with Thomas L Spaulding, Trustee of the Spaulding Family Trust at 309-2 Lawrence Lane, Yreka, CA, deleting and replacing Schedule A and extending the lease through June 30, 2027.

Discussion, direction and possible action re Resolution proclaiming a local emergency and requesting the Governor to proclaim a State of Emergency due to illegal pesticide chemical use for illicit cannabis grow operations.
