The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve request to ratify letter to California State Senator Dave Cortese expressing support for SB 1392 (Cortese/Grove) - Smog Check: Exemption for Collector Motor Vehicles.

B.            County Administration

Approve letter to the Klamath National Forest encouraging the Forest Service to continue efforts to fill vacancies on the Siskiyou County Resource Advisory Committee (RAC).

C.           County Administration - Personnel

Approve amendment to Personnel Policy Section 5.1 - Compensation with regard to salary step adjustments for newly hired employees.

D.           County Clerk

Adopt Resolution setting compensation of Election Officers and Election Night Drivers by stipends specified in the Resolution.

E.            County Counsel

Approve addendum to contract with Patrick Griffin to provide certain wolf monitoring services, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

F.            Health and Human Services - Social Services Division

Approve FY 26/27 contract with Exemplar Analytics, Corp. dba Exemplar Human Services to provide certain Human Services reporting services, in an amount not to exceed $121,000.

G.           Sheriff

Approve Supplemental Law Enforcement Services Agreement with City of Yreka for services and rates specified in the agreement, for the term March 1, 2026 through May 30, 2026.

H.           Transfer of Funds

1.     Sheriff - $1,381. Requires 4/5 Vote.

2.     Fuel Services - $83,238. Requires 4/5 Vote.

A.            Pacific Power

Presentation of an update re Pacific Power's system hardening/wildfire mitigation work throughout the County, specifically in Mt. Shasta, Weed, Yreka, Fort Jones, Etna and Happy Camp.

A.            Office of Emergency Services

Review status of local emergency regarding illegal pesticides and illicit cannabis operations declared by Resolution 25-109, adopted on July 1, 2025; action to extend or terminate local emergency.

8.            Board of Supervisors' Requests

A.            Board of Supervisors

Review status of local emergency related to the proliferation of illegal cannabis cultivation declared by Resolution 25-11, adopted on January 21, 2025; action to extend or terminate local emergency.

1.         Flood District - Adopt Resolution declaring exempt surplus land under the Surplus Land Act for portions of the District's leased property at 1000 Siskiyou Lake Boulevard, Mount Shasta, CA for purposes of a proposed lease term extension for the Mt. Shasta Resort and finding the project to be categorically exempt under CEQA.

2.         Flood District - Approve addendum to contract for Lake Siskiyou forestry services with Jefferson Resource Company, Inc., deleting and replacing Exhibit A - Scope of Services, amending/establishing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum, increasing compensation by $225,000 to a total not to exceed $391,665 and extending the term through June 30, 2031.

3.         Flood District/Natural Resources - Approve contract with Larry Walker Associates, Inc. for Butte Valley Groundwater Sustainability Plan implementation work, in an amount not to exceed $100,000 for the term August 11, 2026 through June 30, 2027.

Public hearing to consider Resolution amending the Rules for the Establishment and Administration of Agricultural Preserves and Williamson Act Contracts. (It is anticipated that this public hearing will be continued to September 15, 2026)

B.            Community Development

Public hearing for presentation on Code Enforcement authority regarding parked and abandoned vehicles on public roads, within County Road Rights-of-Way and on private property.

11.         Closed Session - It is the intent of the Board to meet in closed session to discuss the following items:
