The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A. Assessor-Recorder

Approve FY 26/27 MPTS Property Tax System Maintenance agreement with Megabyte Systems, Inc., to provide certain property tax collection services, in an amount not to exceed $213,477.85.

B. County Administration

Approve master service agreement with AccuSourceHR, Inc. Workforce Solutions, to provide certain background employment screening services, at the rates identified in Scope of Services and Fee Schedule, for a five-year term expiring August 9, 2031.

C. County Administration

Approve request to pay an invoice from Awards Network, in the amount of $586.76, for the purchase of longevity awards for County staff who have worked 15, 20 or 25 years.

D. County Administration

Adopt Proclamation of the Siskiyou County Board of Supervisors recognizing September 17, 2026 as Constitution Day and Citizenship Day.

E. County Administration - Personnel

Adopt Resolution for the County electing to cease to be subject to The Public Employees' Medical and Hospital Care Act with respect to a recognized employee organization, (012 Operating Engineers Local Union No. 3), with coverage to cease on December 31, 2026.

F. County Administration - Personnel

Adopt Resolution amending the Siskiyou County position allocation list and approve updates to position classifications and salary schedule in the Health and Human Services' Behavioral Health and Public Health Divisions and Agriculture Department, effective June 21, 2026.

G. General Services - Sanitation

Approve addendum to contract with Oil Re-Refining Company (ORRCO) for collection and recycling of used oil and oil filters at various collection locations, deleting and replacing Exhibit A, establishing/amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2031.

H. Health and Human Services - Behavioral Health Division

Approve addendum to contract with Crisis Support of Alameda County for after-hours crisis intervention telephone counseling services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $72,501 to a total not to exceed $215,931 and extending the term through June 30, 2027.

I. Health and Human Services - Behavioral Health Division

Approve lease agreement with Ryan Rentals for office space located at 1107 Ream Avenue, Mount Shasta CA, at the rates specified in Schedule A, for the term July 1, 2026 through June 30, 2031.

J. Health and Human Services - Behavioral Health Division

Approve addendum to contract with Restpadd Psychiatric Health Facility (Restpadd, Inc.) - Redding, California for provision of 24-hour inpatient services for adult and children patients, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

K. Health and Human Services - Behavioral Health Division

Approve addendum to contract with First 5 Siskiyou Children & Families Commission to provide certain mental health services focusing on children and parents, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $26,000 to a total not to exceed $131,000 with the term to remain ending on June 30, 2026.

L. Health and Human Services - Social Services Division

Approve contract with Redwood Toxicology Laboratory, Inc. to provide client substance abuse testing to support compliance, safety and rehabilitation goals., in an amount not to exceed $340,000 for the term July 1, 2026 through June 30, 2028.

M. Health and Human Services - Social Services Division

Approve the Siskiyou County 2025-2030 System Improvement Plan for Child Welfare Services.

N. Sheriff

Approve agreement between the Sheriff's Office and Siskiyou Joint Community College District (COS) for the Administration of Justice Program including assignment of an Academy Coordinator with duties and compensation specified in the agreement for a term beginning July 1, 2025 until terminated or mutually modified in writing.

O. Sheriff

Authorize the Sheriff to apply to the Northern California Coalition to Safeguard Communities for grant funding, in the amount of $3,942,729 to support ongoing costs associated with current staff positions and related expenses, with anticipated annual allocations for the performance period August 1, 2026 through July 31, 2031.

P. Siskiyou Modoc Regional Department of Child Support Services

Approve Plan of Cooperation between Sierra Nevada Regional Department of Child Support Services and Siskiyou-Modoc Regional Department of Child Support Services for processing of Workers' Compensation cases for the purpose of collecting funds in child support cases, for the term October 1, 2026 through September 30, 2031.

Q. Siskiyou Modoc Regional Department of Child Support Services

Approve FY 26/27 Memorandum of Understanding with Shasta County Department of Child Support Services for provision of 'shared services' call center services, automatically renewing for two additional one-year terms, unless terminated by either party.

R. Transfer of Funds

1. Alcohol and Drug - $65,000. Requires 4/5 Vote.

2. Siskiyou Transit and General Express (STAGE) - $10,026. Requires 4/5 Vote.

3. Siskiyou Transit and General Express (STAGE) - $44,720. Requires 4/5 Vote.

Discussion and possible direction re Museum operations, visitor counts, current and future projects, and facility maintenance needs, including building painting, weed and pest control and front porch repairs.
