The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve addendum to contract with Shaw Yoder Antwih Schmelzer & Lange, Inc., to provide services related to various legislation, increasing compensation by $36,000 to a total not to exceed $66,000 and extending the term through June 30, 2028.

Approve request to ratify letter to the California Department of Fish and Wildlife regarding request for the Department's support concerning gray wolf issues affecting livestock producers.

C.           County Administration - Personnel

Adopt Resolution regarding certain terms and conditions of employment for Assistant Department Heads, including additional Unit Pay as detailed in the Resolution, effective July 5, 2026.

D.           County Administration - Personnel

Adopt Resolution regarding certain terms and conditions of employment for Appointed Department Heads, including additional Unit Pay as detailed in the Resolution, effective July 5, 2026.

E.            County Counsel

Approve request to ratify data sharing and confidentiality agreement with the California Department of Fish and Wildlife concerning the release and use of confidential wildlife information, effective from the date of last signature to December 31, 2027.

F.            General Services- Airports

Approve Airport Ground Lease with Bette J. Akana for Hangar #1 at the Siskiyou County Airport, at the annual base rent of $764.82, increasing as detailed in the agreement, for the term July 1, 2026 through June 30, 2031.

G.           General Services - Airports

Approve addendum to contract with Carol Ford dba Ford Aviation Consulting, to provide certain grant writing services, deleting and replacing Exhibits A and B - Scope of Services, increasing compensation by $42,200 to a total not to exceed $61,600 and extending the term through June 30, 2028.

H.           General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC, for cardboard recycling at Black Butte Transfer Station, repealing and replacing Exhibit A - Scope of Services and extending the term through June 30, 2029.

I.              Health and Human Services - Behavioral Health Division

Approve contract with J. Reid McKellar, Ph.D., to provide certain psychological evaluation and review services detailed in the contract, at the rates specified in Exhibit A for the term July 1, 2026 through June 30, 2028.

J.             Health and Human Services - Behavioral Health Division

Approve addendum to contract with Remi Vista, Inc., for provision of certain mandated mental health services, increasing compensation by $300,000 to a total not to exceed $1,047,000 and extending the term through June 30, 2027.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Michaele Brown, MSW, LCSW, for provision of certain Licensed Practitioner of Healing Arts services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $71,000 to a total not to exceed $260,800 and extending the term through June 30, 2027.

L.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Compassion Pathway Behavioral Health, LLC dba Compassion Valley, LLC for provision of Social Rehabilitation Facility (SRF) services, deleting and replacing Exhibit A - Scope of Services, establishing and/or amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the contract term through June 30, 2027.

M.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Crestwood Behavioral Health, Inc., to provide residential and other associated care, deleting and replacing Exhibit A1 - Scope of Services and extending the term through June 30, 2027.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Northstate Nursing, Inc., to provide specialty Mental Health services, deleting and replacing Exhibit A.2 - Compensation, increasing compensation by $906,840 to a total not to exceed  $1,580,760 and extending the term through June 30, 2028.

O.           Health and Human Services - Public Health Division

Approve request to establish a change fund, in the amount of $200, for the Environmental Health Division located at 806 South Main Street, Yreka CA.

P.            Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of a Gift of Safety Partnership Award under The Buckle Up For Life Program for Fiscal Year 2026–2027 for County of Siskiyou, to provide 50 convertible car seats and related educational and training resources at not cost to support child passenger safety programs.

Q.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the California Home Visiting Program (CHVP), State General Fund (SGF) Evidence Based Home Visiting (EBHV) for State Fiscal Years (SFY) 2026-2029 for County of Siskiyou, in a total allocation amount of $1,604,175, with spending authority July 1, 2026 through June 30, 2029.

R.           Health and Human Services - Public Health Division

Authorize acceptance of award of Tuberculosis Control Local Assistance funds, in the amount of $3,389, from the California Department of Public Health for Fiscal Year 2026-2027.

S.            Health and Human Services - Social Services Division

Approve training services agreement with the Regents of the University of California, Davis, to provide specialized staff training services, in an amount not to exceed $316,200 for the term July 1, 2026 through June 30, 2028.

T.            Health and Human Services - Social Services Division

Approve FY 26/27 contract with Siskiyou Child Care Council to provide STAGE I child care services for currently aided CalWORKs families, at the rates specified in Exhibit A.

U.           Health and Human Services - Social Services Division

Approve agreement with California Department of Social Services for adoption and Resource Family Approval (RFA) services, in an amount not to exceed $1,199,095 for the term July 1, 2026 through June 30, 2031.

V.            Probation

Approve addendum to data processing contract with Corrections Software Solutions, LP, increasing compensation by $82,080 to a total not to exceed $205,200 and extending the contract term through June 30, 2028.

W.          Probation

Approve amendment to agreement with Mendocino County for the housing of detained juvenile wards, increasing the daily rate by $25 from $175 to $200 and extending the agreement term from June 30, 2026 to June 30, 2028.

Approve addendum to contract with Redwood Toxicology Laboratory, Inc., to perform certain drug abuse testing services, deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2028.

Approve agreement for placement of juveniles with the County of Tehama, at the rates specified in the agreement for the term July 1, 2026 through June 30, 2028.

Z.            Sheriff

Approve Memorandum of Understanding with Siskiyou Joint Community College District for permissible use of the Sheriff's Firearms Range for the Administration of Justice (ADJ) Academy, at the rates specified in Exhibit A for the term July 1, 2025 through June 30, 2030.

Discussion, direction and possible action re Resolution authorizing submission of recommendations of Census Tracts for consideration under California’s Opportunity Zones 2.0 Program and designating the Community Development Department as the official submitting department and update re time sensitive issues, including impacts and response related to the Roseburg Mill closure and water curtailment economic study.

B.            Ore-Cal RC&D Council

Presentation of an update re a wildlife study and 65% engineering design for two possible wildlife over-crossings on Interstate 5 between the Shasta River Bridge and the Oregon State Line.
