The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Approve amendment to agreement with Bureau of Reclamation for pesticide services in Tulelake lease lands, increasing compensation by $18,795.25 to a total not to exceed $380,246.25 and extending the term through August 31, 2026.

B. County Administration

Approve amendment to County Administrator employment agreement with Angela Davis, removing Section 10: Residency in its entirety, effective June 16, 2026.

C. County Administration

Approve request to ratify letter to the California State Water Resources Control Board providing comments concerning the Draft Range of Flows for the Shasta River Watershed.

D. County Administration

Approve request to ratify letter to California Budget Subcommittees No. 2 on Human Services and No. 3 on Health and Human Services expressing opposition to proposed trailer bill language (RN 26 14623) amending Welfare and Institutions Code section 12301.61 related to local In-Home Supportive Services (IHSS) collective bargaining.

E. County Administration

Approve request to ratify letter to the California Department of Fish and Wildlife (CDFW) re a request for CDFW operational support to prevent livestock losses and other gray wolf-related impacts.

F. County Administration

Approve letter to the Federal Railroad Administration Grant Review Committee expressing support for the City of Dunsmuir's Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grant application for the Mossbrae Falls Trail Project.

G. County Administration

Approve request to ratify letter to Senate Judiciary Committee expressing opposition to Assembly Bill (AB) 1337, which would amend the Information Practices Act of 1977 (IPA) and apply to all 58 California counties.

H. County Administration

Approve addendum to contract with Shaw Yoder Antwih Schmelzer & Lange, Inc., to provide services related to various legislation, establishing and/or increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum, increasing compensation by $36,000 to a total not to exceed $66,000 and extending the term through June 30, 2028.

I. County Administration - Personnel

Adopt Proclamation recognizing Public Health Program Manager Dawn Walton for 27 years of dedicated service and contributions to the community upon her retirement from Siskiyou County.

J. County Clerk

Approve request to abolish the Agriculture Preserve Advisory Board.

K. County Counsel

Approve addendum to retainer agreement for specialized legal services with Renne Public Law Group, LLP, deleting and replacing Exhibit B - Rates and Expenses as detailed in the addendum and increasing compensation by $20,000 to a total not to exceed $365,000.

L. County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the Scott Bar Community Association for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

M. Dunsmuir Recreation & Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds, in the amount of $90,000, to the Dunsmuir Recreation & Parks District, which loan shall be repaid to the County on or before April 10, 2027.

N. General County Fire

Approve FY 26/27 agreement with California Department of Forestry and Fire Protection (CAL FIRE) to provide certain emergency fire protection, emergency response, basic fire support and dispatch services detailed in Exhibit A - Scope of Work, in an amount not to exceed $786,293 and approve associated Notice of Intent letter to Cal Fire Unit Chief Greg Roath.

O. General Services - Airports

Approve Airport Ground Lease with Daniel and Michelle Wycka for Hangar #2 at the Weed Airport at the annual base rent of $616.56, increasing as detailed in the lease agreement, for the term May 1, 2026 through April 30,2031.

P. General Services - Airports

Adopt Resolution authorizing the ratification of an FAA Airport Improvement Program (AIP) and authorizing the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the California Department of Transportation, for the Taxiway and Aircraft Parking Apron - Phase 2 Construction Project at the Weed Airport, in a total grant amount of $3,034,736.

Q. Health and Human Services - Behavioral Health Division

Approve contract with Bakersfield Behavioral Healthcare Hospital, LLC to provide certain acute psychiatric inpatient medical services, at the rates specified in Exhibit A - Scope of Services for the term May 1, 2026 through June 30, 2027.

R. Health and Human Services - Behavioral Health Division

Approve Amendments No. 1 and No. 2 to Participation Agreement with the California Mental Health Services Authority for the Interoperability Solution Program, to add subscription for the CalMHSA Connex Admission, Discharge, Transfer Dashboard at no additional cost to Participant and add the Connex Closed Loop Referral and Prior Authorization Module, increasing the funding by $22,500 for a total not to exceed $245,448 for the term January 1, 2026, through December 31, 2026.

S. Health and Human Services - Public Health Division

Adopt Resolution authorizing the application for the allocation award under the Oral Health Program with funding for Fiscal Years 2027-2030 for County of Siskiyou, for an allocation of $232,146 ($77,382 annually) with spending authority through June 30, 2030.

T. Health and Human Services - Public Health Division

Approve Medi-Cal County Inmate Program agreement for administrative services and Participation agreement with the California Department of Health Care Services for provision of inmate medical/health care services, in an amount not to exceed $1,197.10 for the term July 1, 2026 through June 30, 2029.

U. Health and Human Services - Public Health Division

Approve addendum to contract with Harold's Cleaning to provide janitorial services, removing service locations as specified in the addendum, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $104,964 to a total not to exceed $249,214 and extending the term through June 30, 2029.

V. Health and Human Services - Social Services Division

Approve addendum to contract with Adult Protective Services Training Consultants to provide certain training services, increasing compensation by $42,875 to a total not to exceed $262,425.

W. Health and Human Services - Social Services Division

Approve addendum to contract with Social Change Partners, LLC for technical assistance related to CalWORKs Welfare-to-Work Program, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $40,000 to a total not to exceed $89,000 and extending the term through June 30, 2027.

X. Probation

Approve addendum to contract with Bruce W. Ebert, Ph.D., J.D., LL.M, ABPP to provide certain psychological evaluation services, deleting and replacing Exhibit A - Scope of Services and extending the contract term through June 30, 2027.

Y. Probation

Approve addendum to contract with Justice Benefits, Inc. to provide Title IV-E time study and claim completion services, establishing/increasing Workers' Compensation, liability and general liability insurance as detailed in the addendum and extending the contract term through June 30, 2030.

Z. Probation

Approve addendum to contract with Dr. Kitt Murrison, Ph.D., to provide certain psychological evaluations/assessments, revising Exhibit A - Scope of Services to increase the fee for initial/new employee psychological evaluations/assessments from $500 to $550 each and extending the contract term through December 31, 2026.

AA. Public Defender

Approve addendum to Thomson Reuters agreement for WestLaw/WestProflex services, increasing compensation by $79,060 to a total not to exceed $122,352 and extending the term through June 30, 2031.

BB. Scott Valley and Shasta Valley Watermaster District

Appoint in lieu of election two members, Rod Dowse and Gabriel Bridwell, for the Shasta Valley Service Area and two members, Jeff Fowle and Bradley Isbell, for the Scott Valley Service Area of the Scott Valley and Shasta Valley Watermaster District, for three terms expiring December 1, 2029 and one term expiring December 1, 2027.

CC. Sheriff

Approve contract with Dr. Kelly Kobylanski to provide autopsy and reporting services, at the rates specified in Exhibit A, for the term June 16, 2026 through December 31, 2027.

DD. Sheriff

Approve contract with Tek84, Inc. for purchase and installation of Whole Body Security Scanning System and associated software system, in an amount not to exceed $156,469, effective upon completion of all identified signers.

EE. Sheriff

Approve addendum to contract with National Medical Services Labs, Inc. to provide certain toxicology analysis services, deleting and replacing Exhibit A - Service Costs and extending the contract term through June 30, 2029.

FF. Sheriff

Approve contract with Mercier Electric, LLC to provide electrical modifications to the County Jail booking area detailed in Exhibit A, in an amount not to exceed $3,750, with work to be completed within 90 calendar days from date of final signature.
