The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Adopt Resolution authorizing the County Recorder to implement the Recorder's Property Owner Notification Program, pursuant to Government Code section 27297.7.

Adopt Resolution authorizing the County Recorder to do business with the California Electronic Recording Network Authority (CeRTNA) on behalf of the County.

C.           County Administration

Approve letter to California Fish and Game Commission expressing support for the Siskiyou County Fish and Game Commission’s February 6, 2026 petition to amend Section 251(a), Title 14 of the California Code of Regulations re trail camera usage during hunting seasons.

D.           County Administration

Authorize the donation of one surplus 1997 Ford F-350 4x4 dump flatbed, Asset #914556, to the Veterans Assistance Program.

E.            County Administration

Approve the addition of certain System for Award Management (SAM) registration language, for federally funded contracts in the amount of $25,000 or more, to the Siskiyou County Contracting & Procurement Procedures.

Approve request to ratify letters to California Governor Newsom, Senate Committee on Budget and Fiscal Review and Assembly Budget Committee expressing support for California State Association of Counties (CSAC) in its appeal to the State for additional financial assistance based on anticipated fiscal impacts from H.R. 1.

G.           County Administration - Personnel

Adopt Proclamation recognizing, honoring and commending Transportation Commission Executive Director Melissa Cummins for 20 years of dedicated service and contributions to the community upon her retirement from Siskiyou County.

H.           County Library

Approve request to accept donation of the following from the California State Library and Southern California Library Cooperative EmPOWERing Access Project, including value: one Book Bike - $7,000; five Family Workstations - $26,000; one Light Table - $3,000; six Sewing Machines - $2,400.

I.              County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the City of Etna for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

J.             County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the Happy Camp Library Association for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

K.            County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the McCloud Community Services District for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

L.            County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the City of Montague for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

M.           County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the City of Mount Shasta for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

N.           County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the City of Tulelake for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

O.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with California Hearing Officers, LLP to provide Certification Hearing Officer services pursuant to Welfare and Institutions Code 5250 et seq, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $27,000 to a total not to exceed $102,000 and extending the term through June 30, 2027.

P.            Health and Human Services - Behavioral Health Division

Approve contract with Kings View Professional Services to provide certain Medi-Cal Behavioral Health cost reporting services, at the rates specified in Exhibit A - Scope of Services, for the term February 2, 2026 through June 30, 2027.

Q.           Health and Human Services - Behavioral Health Division

Approve amendment to Master Participation Agreement with the California Mental Health Services Authority for the Behavioral Health Workforce Program, amending Budget and Fiscal Provisions as detailed in the amendment, for a total amount not to exceed $352,384 for the term ending February 1, 2028.

R.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Childhood Lead Poisoning Prevention Program (CLPPP) funding for Fiscal Years 2027-2028 for County of Siskiyou, with an allocation in the amount of $134,000 and spending authority through June 30, 2028.

S.            Health and Human Services - Public Health Division

Approve addendum to CalWORKS Home Visiting Initiative sub-award and sub-recipient Memorandum of Understanding between Public Health Division and Social Services Division, increasing funding by $31,424 to a total not to exceed $291,629 and setting expenditures for the term July 1, 2025 through June 30, 2026.

T.            Health and Human Services - Social Services Division

Approve addendum to contract with SolutionsWest, Inc. deleting and replacing Exhibit A - Scope of Services, increasing compensation by $201,914.40 to a total not to exceed $273,689.20 and extending the term through June 30, 2027.

U.           Public Works - Road Department

Adopt Resolution authorizing the Director of Public Works to execute Right of Way Certifications.

V.            Sheriff

Approve the donation of two surplus Motorola XTL5000 radios, Asset Tag #14795 and #14743, to the Klamath River Hose Company pursuant to Government Code §25372 and Section 9.0 of Siskiyou County Contracting and Procurement Policy.

W.          Sheriff

Adopt Resolution approving acceptance of the donation of K9 "Lyla" to the Siskiyou County Sheriff's Office from designated handler Deputy Sheriff Albert Frietas, pursuant to Government Code 38630 and 2661.

X.            Transfer of Funds

1.         Predatory Animal Control - $93. Requires 4/5 Vote.

2.         Sheriff - $2,000. Requires 4/5 Vote.

Y.            General Services - Airports

Adopt Resolution establishing month to month rental rates for Aeronautical and Non-Aeronautical Assets at Siskiyou County Airports, for the base line and lease rates specified in Exhibits A and B, effective April 21, 2026.
