The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve maintenance agreement with UBEO West LLC, for maintenance and copy usage only for a Canon IR C5540i copier, at the rates specified in the agreement for the term July 1, 2026 through June 30, 2029.

B.            Agriculture - Animal Control

Approve Master Services and Purchasing Agreement with Axon Enterprise, Inc. to provide body camera and taser equipment and services for Animal Control Officers, in a total amount not to exceed $145,324.86 for the term July 1, 2026 through June 30, 2036.

C.           County Administration

Approve letter to California Assemblymember Heather Hadwick expressing support for Assembly Bill (AB) 1722 – California Endangered Species Act: Take Prohibition: Self-Defense with regard to the taking of a listed endangered species.

D.           County Administration

Approve addendum to Professional Services Retention Agreement with Stallard Panebianco, P.C., increasing compensation by $25,000 to a total not to exceed $75,000 and extending the term through June 30, 2027.

E.            County Administration

Approve request to ratify a letter to California State Senate President pro tempore Monique Limόn expressing support for Dorene D’Adamo’s reappointment to the State Water Resources Control Board.

F.            County Administration

Adopt Resolution proclaiming a local emergency due to the presence and impact of gray wolves in Siskiyou County and terminate the original emergency proclamation passed on November 18, 2025.

G.           County Clerk

Approve request to appoint Anthony Ballard to the unscheduled vacancy on the PSA 2 Area Agency on Aging Advisory Council, for a four-year term effective May 19, 2026.

H.           County Clerk

Approve request to appoint Emmett Freeman to the unscheduled vacancy on the Grenada Sanitation District for a short-term ending December 3, 2027.

I.              County Library

Approve request to accept a donation, in the amount of $1,000 from the Vestal Foundation to support the Siskiyou County Library booth at the Siskiyou Golden Fair.

J.             County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the Town of Fort Jones for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

K.            General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC, to transport refuse/waste from Tulelake Transfer/Recycling Station and Happy Camp Transfer/Recycling Station, repealing and replacing Exhibit A - Specific Services and extending the term through June 30, 2027.

L.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Gary Ernst to provide certain consultant services, increasing compensation by $50,000 to a total not to exceed $75,000 for the term ending June 30, 2027.

M.           Health and Human Services - Behavioral Health Division

Approve amendment to Participation Agreement with California Mental Health Services Authority for the QA/QI Analytics Program, extending the term of Program Offerings Nos. 1 – Policies and 6 – Enhanced Analytics – PHI Dashboards and the agreement term through September 30, 2026.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Applied Survey Research, for BHSA support and MHSA evaluation services, increasing compensation by $36,800 to a total not to exceed $171,050 and extending the term through June 30, 2027.

O.           Local Child Care Planning Council

Approve Local Child Care Planning Council (LPC) local/county Priorities Report to be submitted to the California Department of Social Services.

P.            Office of Emergency Services

Adopt Resolution to proclaim the existence of a local emergency related to drought for the Lost Watershed located in northeastern Siskiyou County.

Q.           Probation

Approve agreement with Shasta County for placement of juvenile wards at Shasta County Juvenile Rehabilitation Facility at the rates specified in the agreement for a total not to exceed $200,000, for a term effective once signed by all parties through June 30, 2029.

R.           Public Works - Road

Adopt Resolution for certification of maintained mileage within the County as 1,353.646 miles as of May 19, 2026.

S.            Public Works - Road

Approve the Local Transportation Fund Claim for FY 2026/2027, in the amount of $1,037,304.

T.            Public Works - Road

Adopt Resolution regarding adopting a list of projects for Fiscal Year 2026-2027 funded by SB 1: The Road Repair Accountability Act of 2017.

Approve Discharge of Accountability of unsecured delinquent tax accounts, in the amount of $32,037.40, per California Revenue & Taxation Code Section 2611.1.

W.          Weed Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Weed Recreation and Parks District in the amount of $100,000, which loan shall be repaid to the County on or before April 10, 2027.
