The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Adopt Resolution approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2024 Funding Year of the State Community Development Block Grant (CDBG) Program, for use of Program Income in an amount not to exceed $500,000.

B.            Community Development

Approve addendum to contract with SHN to provide certain Planning consulting services, increasing compensation by $75,000 to a total not to exceed $125,000 for a term ending June 30, 2027.

C.           County Administration

Informational letter from the Tri-Counties Workgroup to the Chair and Ranking  Member of the US House of Representatives Committee on Natural Resources expressing support for HR 8259, the Federal Water Projects Consultation  Improvement Act of 2026.

D.           County Administration

Approve letter to Senator Laura Richardson expressing opposition to Senate Bill (SB) 1305: Wildlife: Bears, as amended on April 16, 2026.

E.            County Administration

Approve letter to Senator Eloise Gomez Reyes expressing opposition to Senate Bill (SB) 1327 - Weights and Measures: Electric Vehicle Supply Equipment: State Authority.

F.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Position Allocation List and Salary Schedule for positions in Public Works/Roads, Community Development/Planning, HHSA/Public Health Division, County Administration/Personnel and HHSA/Social Services Division and amending classification specifications for Personnel Assistant I and II, effective May 10, 2026.

G.           County Administration - Risk Management

Adopt Resolution accepting and agreeing to all provisions of the Joint Exercises of Powers Agreement and Bylaws of the Golden State Risk Management Authority (GSRMA) for primary liability coverage, approving withdrawal from Public Risk Innovation, Solutions, and Management (PRISM) effective July 1, 2026, and authorizing execution of all necessary documents by the Deputy County Administrator Personnel and Risk Management Officer.

H.           County Administration - Risk Management

Adopt Resolution in the matter of an amendment to the Public Risk Innovation, Solutions, and Management (PRISM) Joint Powers Authority Agreement with regard to voting members and members serving on the Executive Committee and various language updates specified in the Agreement document.

I.              County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the Friends of the Yreka Library for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

J.             County Library

Approve Memorandum of Understanding (MOU) regarding County Libraries with the City of Dunsmuir for the County and community to provide certain library services specified in the MOU, for the term July 1, 2026 through June 30, 2030.

K.            Health and Human Services - Behavioral Health Division

Approve participation agreement with California Mental Health Services Authority for the Behavioral Health Fiscal Empowerment Program, in an amount not to exceed $157,550 for a term continuing through June 30, 2027.

L.            Public Works

Approve addendum to contract with PACE Engineering, Inc. to provide municipal engineering services, deleting and replacing Exhibit A - Scope of Services, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum, increasing compensation by $40,000 to a total not to exceed $230,000 and extending the term through June 30, 2027.

M.           Siskiyou County Arts Council

Adopt Resolution designating the Siskiyou County Arts Council as the County Arts Agency for Siskiyou County, from October 1, 2026 through September 30, 2028.

N.           Transfer of Funds

1.         Agriculture Commissioner/Sealer - $11,000. Requires 4/5 Vote.

Public hearing for the first reading of an Ordinance reclassifying approximately 2,600 acres of land located off Shovel Circle and Rock Springs Road, north and west of the City of Montague, from existing Agricultural Zoning Classifications to Timberland Production Zone (TPZ) on APNs 004-170-130, 004-150-040, 004-150-100, 004-160-010, 004-160-020, 004-160-030, 004-160-040, 004-170-020, and 004-170-030; Township 46N, Range 4W, Sections 14, 15, 16, 21, 22, 23, 26 and 27 MDM, for the Acer Klamath Forest Zone Change (Z-24-06) Project.
