The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to the California Wildlife Conservation Board supporting the South Fork Sacramento Meadow Restoration Project located in the Shasta-Trinity National Forest.

Approve letter to the Malin Community Service Club expressing support for the Art of Survival Century and Gravel Grinder Bicycle Event 2026 to be held on Memorial Day Weekend, May 22-24, 2026.

Approve letter to the California Fish and Game Commission expressing support for the Siskiyou County Fish and Game Commission's petition to amend Section 251(a), Title 14, CCR with regard to the use of trail cameras during hunting seasons.

Approve request to authorize the County Administrator or his/her designee to negotiate the potential acquisition of the Happy Camp Transfer Station located in Happy Camp, California.

Informational letter from the Tri-Counties Workgroup to Klamath Water Users Association supporting the Tule Lake Flow-Through: A Multi-Benefit Water Management and Ecological Improvement Approach for the Klamath Basin.

F.            Facilities Management - Communications

Approve addendum to license agreement with Plass Communications for the Harvey Jones Butte Site located east of Tulelake CA, increasing the monthly license fee by $28.83 to $103.83, amending the payment address as detailed in the addendum and extending the term through June 30, 2029.

G.           Facilities Management - Courthouse and Grounds

Approve Notice of Completion for the Siskiyou County Government Center IT Upgrade Project (RFP #24-107010-07) by World Telecom & Surveillance, Inc. - Contractor.

H.           Sheriff

Approve addendum to contract with A&P Helicopters, Inc. to provide certain helicopter services, deleting and replacing Exhibit A - Scope of Services, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through December 31, 2026.

I.              Sheriff

Approve request to donate a single surplus Motorola XTL5000 radio, identified as Serial Number 585CHH0223 with an estimated value of $500, from County surplus inventory to the Etna Fire Department.

J.             Transfer of Funds

1.         Courthouse and Grounds - $35,000. Requires 4/5 Vote.

2.         Oil Grant - $20,686. Requires 4/5 Vote.
