The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            County Administration

1.         Approve the purchase of 35 BKR5000 portable radios, in the amount of $108,528.51, utilizing Local Assistance and Tribal Consistency Fund (LATCF) funding.

2.         Approve request to declare the portable radios as surplus.

3.         Authorize the donation of the radios to the following fire departments: Dunsmuir, Mount Shasta City, McCloud Community Services District, Weed City, Hammond Ranch, Lake Shastina and Mount Shasta Fire Protection District.

B.            County Administration

Approve letter to Senator Laura Richardson expressing opposition to Senate Bill 1305: Wildlife: Bears with regard to the potential reintroduction of the California grizzly bear.

C.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Position Allocation List for positions in the Public Defender's Office and Facilities Department, effective March 15, 2026.

D.           County Library

Approve request to retroactively accept the donation of various items identified in the agenda worksheet, totaling $9,066.13, to be utilized at the Yreka Library in connection with the Rural Health Connection Program offered by the California State Library.

E.            Public Defender

1.         Approve request to accept funding, in the amount of $731,798 from the Office of the State Public Defender's Office Holistic Defense in Siskiyou County Client Advocate Program.

2.         Approve Independent Contractor Agreement with Partners for Justice, Inc. to provide Client Advocate services specified in Exhibit A: Scope of Work, for a total not to exceed $719,798 for the term March 1, 2026 to May 31, 2028.

F.            Sheriff

Approve contract with Cyber Consulting & Digital Forensic Investigations, LLC to provide certain services within the Detectives and Coroner Divisions, at the rates identified in Exhibit A - Cost Summary, for the term December 1, 2025 through June 30, 2028.

Discussion, direction and possible action re the FY 2025-26 Mid-Year Budget Review and FY 2026-27 Budget Principles and Budget Calendar.

Review status of local emergency due to the presence and impact of gray wolves in Siskiyou County as declared by Resolution 25-200, adopted on November 18, 2025; action to extend or terminate local emergency.

A.            Health and Human Services - Behavioral Health Division

Public hearing to consider update to and possible adoption of the FY 2025-2026 Mental Health Services Act Annual Update.

B.            Community Development - Planning Division

Public hearing to consider a Resolution approving an amendment to an existing Agricultural Preserve and a Resolution approving the rescission and re-entry of existing Williamson Act Contracts under APA-25-28 and finding the project exempt from CEQA for the Burrone Agricultural Preserve Amendment and Williamson Act Contract Rescission and Reentry (APA2528) project located south and east of the community of Greenview.

C.           Community Development - Planning Division

Public hearing to consider a Resolution approving an amendment to an existing Agricultural Preserve and a Resolution approving the rescission and re-entry of existing Williamson Act Contracts under APA-25-27 and finding the project exempt from CEQA for the W. Criss Agricultural Preserve Amendment and Williamson Act Contract Rescission and Reentry (APA2527) Project located north and east of the community of Macdoel.

11.         Closed Session - It is the intent of the Board to meet in closed session to discuss the following items:

A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: Russell Mathis, et al., v. County of Siskiyou, et al., United States District Court, Eastern District of California, Sacramento Division, Case No. 2:22-cv-01378.

B.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: Meyers Earthwork, Inc. v. County of Siskiyou, et al., Siskiyou County Superior Court, Case No. 25cv14440.

C.           Conference with legal counsel, anticipated litigation pursuant to Government Code §54956.9, significant exposure to litigation pursuant to Government Code §54956.9(d)(2), four cases.
