The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Auditor-Controller

Approve annual certification of Siskiyou County Auditor-Controller AB 2788 (Chapter 886/94) Maintenance-of-Effort for use of Proposition 172 Public Safety funds for 2025/2026 Fiscal Year.

B.            Health and Human Services - Behavioral Health Division

Approve participation agreement with California Mental Health Services Authority for HEDIS Performance Measurement Program to support counties in calculating, reporting and monitoring Behavioral Health Accountability Set measures under the Program, effective January 1, 2025 through December 31, 2029 for a fixed fee for services in an amount not to exceed $25,920.

C.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the award under the US Department of Justice, Bureau of Justice Assistance Kevin & Avonte Program: Reducing injury & death grant for County of Siskiyou for the term October 1, 2026 through October 31, 2029, for an allocation in the amount of $150,000.

D.           Health and Human Services - Social Services Division

Approve addendum to copier lease contract with Canon U.S.A., Inc., increasing compensation by $1,745.82 to a total not to exceed $195,725.88 due to sale tax rate increase.

E.            Local Child Care Planning Council

Approve Annual Certification Statement regarding composition of Local Child Care Planning Council membership.

F.            Office of Emergency Services

Adopt Resolution designating Authorized Agents for the execution and application for disaster assistance funds and other assistance programs, including the County Administrative Officer or Deputy County Administrative Officer or Director of Emergency Services or the Auditor-Controller including the following programs/grants: Federally declared Disaster, Fire Mitigation Assistance, California State Only Disaster, Immediate Services Program, Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities, Legislative Pre-Disaster Mitigation Program.

G.           Probation Department

Approve request to authorize the Auditor's Office to establish budget and budget transfers for PATH 3 grant funds, for grant previously approved on December 9, 2025.

H.           Sheriff

Approve Assignment of Contract between Janus Advisor dba Girdner's Funeral Chapel and Janus Acquisition Company for provision of certain coroner related services specified in Exhibit A for the term remaining through June 30, 2030.

I.              Transfer of Funds

1.     Siskiyou Airport - $60,000. Requires 4/5 Vote.

2.     Scott Valley Airport - $55,000. Requires 4/5 Vote.

3.     Courthouse and Grounds - $35,000. Requires 4/5 Vote.

A.            Community Development - Planning Division

Public hearing to consider two Resolutions approving amendments to existing Agricultural Preserves and one Resolution approving the rescission and re-entry of existing Williamson Act Contracts under APA-23-13 and finding the project exempt from CEQA for the Masson Agricultural Preserve Amendment and Williamson Act Contract Rescission and Reentry (APA2313) Project for properties located south of the City of Montague and west of the Town of Fort Jones.

B.            Community Development - Planning Division

Public hearing to consider a Resolution approving an amendment to existing Agricultural Preserves and one Resolution approving the rescission and re-entry of existing Williamson Act Contracts under APA-25-09 and finding the project exempt from CEQA for the Heim Agricultural Preserve Amendment and Williamson Act Contract Rescission and Reentry (APA2509) Project located south of the community of Macdoel.

11.         Closed Session - It is the intent of the Board to meet in closed session to discuss the following items:

A.            Conference with legal counsel, existing litigation pursuant to Government Code §54956.9(d)(1), name of case: Russell Mathis, et al., v. County of Siskiyou, et al., United States District Court, Eastern District of California, Sacramento Division, Case No. 2:22-cv-01378.
