The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule in accordance with California Code of Regulations Sections 570.5 and 571.1, for the period December 21, 2025 through December 19, 2026.

B.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List for positions in Emergency Services, Public Works, Probation, Planning and County Administration, effective February 1, 2026.

C.           Health and Human Services - Public Health Division

Approve contract with Medusind, Inc. to provide Medi-Cal billing system implementation and revenue management support, at the rates specified in Exhibit A for the term February 1, 2026 through January 31, 2028.

D.           Sheriff

Approve Assignment of Contract between Janus Advisor dba Mt. Shasta Memorial Chapel and Janus Acquisition Company for provision of certain coroner related services specified in Exhibit A for the term remaining through June 30, 2030.

E.            Sheriff

Approve contract to piggyback multi-function device lease agreement with Global Office, Inc., for Butte County lease agreement #MPC0084 for the term February 1, 2026 through January 31, 2031, in an amount not to exceed $204,240 for office equipment and location preferences specified in Exhibit A.

F.            Sheriff

Approve request to ratify application to 2025 (Q3) Season of Justice grant, for award in the amount of $12,000 to provide financial assistance toward various lab analysis for cold case #83-294 with an estimated completion date of October 30, 2026.

G.           Transfer of Funds

1. Courthouse and Grounds - $95,000. Requires 4/5 Vote.

2. Elections and Registrations - $233,277. Requires 4/5 Vote.

A.            Collier Interpretive and Information Center (CIIC)

Presentation re the Collier Interpretive and Information Center (CIIC) regarding current operations, new projects and impacts to the community.

Discussion, direction and possible action re Proclamation recognizing Quarter 4 Peak of Excellence winner Management Analyst Kim Lehmann for her contributions to Siskiyou County.

B.            Health and Human Services - Social Services Division

Discussion, direction and possible action re Proclamation proclaiming January 24, 2026 as Eligibility and Temporary Assistance Services Staff Recognition Day in Siskiyou County.

C.           Facilities Management - Courthouse and Grounds

Discussion, direction and possible action re Resolution declaring an emergency and pursuant to Public Contract Code Section 22050(b) delegating authority to the County Administrative Officer or her designee to enter into emergency public works contracts for the repair of failed drainpipes at 311 Fourth Street, Yreka and associated contract with Evans Building & Excavating, Inc., in an amount not to exceed $94,398, with work to be completed within 180 calendars days from January 20, 2026 start date.

D.           Office of Emergency Services

Review status of local emergency regarding illegal pesticides and illicit cannabis operations declared by Resolution 25-109, adopted on July 1, 2025; action to extend or terminate local emergency.

E.            Community Development

Discussion, direction and possible action re Resolution rescinding Resolution No. 25-201 and reinstating processing of Williamson Act contract amendments and County initiated Notices of Nonrenewal.
