The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve request to ratify letter to Congressman Doug LaMalfa and Congressman Cliff Bentz expressing support for co-sponsorship of H.R. 845, the Pet and Livestock Protection Act and requesting continued efforts to advance the legislation.

B.            Facilities Management

Approve addendum to contract with Elevator Technology, Inc. to provide quarterly elevator inspection and maintenance services, repealing and replacing Exhibit A - Specific Services, increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and increasing compensation by $18,511 to a total not to exceed $72,208.

C.           General Services - Airports

Approve addendum to ground lease with Ronald. S Whipple for Hangar #B at Scott Valley Airport, deleting and replacing Exhibit C - Base Rent and amending Annual Base Rent Increase as detailed in the addendum.

D.           General Services- Sanitation

Approve addendum to contract with Lawrence & Associates, Inc., repealing and replacing Exhibit A - Cover Letter and Attachment C and Attachment E to Exhibit A - Scope of Services and increasing compensation by $431,644 to a total not to exceed 682,638.

E.            Health and Human Services - Behavioral Health Division

Approve contract with His Ideas, Inc. dba Children First Foster Family Agency, to provide Therapeutic Foster Care specialty mental health services to certain children and adolescents, at the rates identified in Exhibit A - Scope of Services, for the term December 1, 2025 through June 30, 2028.

F.            Health and Human Services - Public Health Division

Authorize acceptance of award from the California Department of Public Health 26-31 STI (Sexually Transmitted Infection) Prevention and Collaboration allocation, in the amount of $359,900 for the funding period July 1, 2026 through June 30, 2031.

G.           Health and Human Services - Social Services Division

Authorize acceptance of a direct allocation grant from the California Emerging Technology Fund, in the amount of $15,000 for direct mail and coordinated outreach to Medi-Cal and CalFresh households as part of the Home Broadband LifeLine Pilot Project.

H.           Information Technology

Approve request to renew agreement for Microsoft enterprise licensing with vendor Insight Public Sector, Inc., in the amount of $300,359.58 annually for a term of 36 months (3 years).

I.              Office of Emergency Services

Adopt Resolution authorizing the County Administrator, Deputy County Administrator, Director of Emergency Services or Auditor-Controller to execute any actions necessary to obtain grant funding provided by the California Governor s Office of Emergency Services' Listos Program.

J.             Office of Emergency Services

Approve request to adopt the Siskiyou County Integrated Preparedness Plan (IPP) 2025-2027.

K.            Probation Department

Approve Master Services Agreement with Health Management Associates, Inc., to provide consulting services for Path 3 Grant CalAIM Justice Involved 90 day re-entry initiative, as a sole source vendor, in an amount not to exceed $628,531 for a three-year term effective January 7, 2026.

L.            Public Defender

Approve addendum to contract with Karpel Solutions, Inc., repealing and replacing Exhibit A - Renewal Agreement and increasing compensation by $9,750 to a total not to exceed $68,900.

M.           Sheriff

Approve contract with Dr. Bennett Omalu Pathology, LLC, to provide forensic pathological services at the rates detailed in Exhibit A - Pricing, for the term November 18, 2025 through June 30, 2027.

N.           Sheriff

Approve request to ratify application to 2026 (Q1) Season of Justice grant, in the amount of $11,075 to provide financial assistance toward various lab analysis associated with cold case #71115 with an estimated completion date of March 2026.

O.           Transfer of Funds
