The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve addendum to contract with Vestra Resources, Inc., increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum, increasing compensation by $6,050 to a total not to exceed $59,050.50 and extending the term through December 31, 2026.

B.            County Administration

Approve letter to California Department of Insurance Commissioner Ricardo Lara voicing concerns regarding proposed FAIR Plan rate increases.

Approve appointment of Joan Smith Freeman to the PSA 2 Area Agency on Aging (AAA) Executive Board for an unspecified term and removal of Marie Ingram from same.

D.           General Services - Airports

Approve addendum to airport ground lease with Duane Brooks for Hangar #8 at the Weed Airport extending the lease term through September 9, 2030.

E.            Health and Human Services - Behavioral Health Division

Approve addendum to lease agreement with Thomas L. Spaulding, Trustee of the Spaulding Family Trust for property located at 309-2 Lawrence Lane Yreka CA, deleting and replacing Schedule A - Rent and extending the term through June 30, 2026.

F.            Health and Human Services - Behavioral Health Division

Approve addendum to lease agreement with Thomas L. Spaulding, Trustee of the Spaulding Family Trust for property located at 531 Outsen Road Yreka CA, deleting and replacing Schedule A - Rent and extending the term through June 30, 2026.

G.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Yreka Union High School District to provide certain Prevention, Outreach, and Access and Linkage services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $150,000 to a total not to exceed $450,000, increasing general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

H.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Siskiyou Community Resource Collaborative to provide certain Mental Health Services Act services, increasing compensation by $18,672.28 to a total not exceed $328,672.28.

I.              Health and Human Services - Behavioral Health Division

Approve Community Care Expansion Preservation Program Operator Agreement between the California Department of Social Services, Siskiyou County Health and Human Services Agency (Sponsor) and Yreka Guest Home (Recipient) for Operating Subsidy Payment funding in an amount not to exceed $216,537 for the term July 1, 2025, expiring June 30, 2029 and associated Declaration of Restrictions to be recorded.

J.             Health and Human Services - Behavioral Health Division

Approve lease agreement with Sisson Development, LLC for the Behavioral Health Services building located at 2060 Campus Drive Yreka CA, for monthly rent amount of $34,704.45, not to exceed $416,453.40 for the first year, increasing annually as detailed in Schedule A, for the term November 18, 2025 through November 17, 2035.

K.            Health and Human Services - Public Health Division

Approve Children's Medical Services (CMS) Plan for FY 25/26, including California Children's Services and Health Care Program for Children in Foster Care programs, in the total allocation amount of $332,183 from the California Department of Health Care Services.

L.            Health and Human Services - Social Services Division

Approve contract with Jessica Burke, MPA dba: APSTC (APS Training Consultants) to provide certain Adult Protective Services training and support services, in an amount not to exceed $219,550 for the term September 1, 2025 through June 30, 2027.

M.           Public Defender

Approve request to ratify Holistic Defense in Siskiyou County grant application with the California Office of the State Public Defender, for a Client Advocate Program in partnership with Partners for Justice, in the amount of $731,798, with an estimated completion date of May 15, 2028.

N.           Sheriff

Approve addendum to Memorandum of Understanding and Agreement to provide dispatch and records services to the City of Etna, amending certain language as detailed in the addendum, increasing compensation by $20,500 to a total not to exceed $118,432 and extending the term through June 30, 2025.

O.           Sheriff

Approve addendum to software and services agreement with Sun Ridge Systems, Inc., amending language as detailed in Change Order #4 and increasing compensation by $13,450 to a total not to exceed $726,738 for the addition of RIMS KARPEL interface.

P.            Sheriff

Approve addendum to contract with Guardian Alliance Technologies, Inc. for background investigation services, increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2030.

Q.           Big Springs Irrigation District

Approve request to appoint in lieu of election Woodrow Tannaci to the Big Springs Irrigation District Board of Directors for a four-year term, December 5, 2025 through December 7, 2029.

R.           Grenada Irrigation District

Approve request to appoint in lieu of election Eldon Beck and Terry Smith to the Grenada Irrigation District Board of Directors for four-year terms, December 5, 2025 through December 7, 2029.

S.            Montague Water Conservation District

Approve request to appoint in lieu of election David Cowley for Division 1 and Chase Mercier for Division 2 to the Montague Water Conservation District Board of Directors for four-year terms, December 5, 2025 through December 7, 2029.

Continued public hearing to consider a Resolution approving an amendment to an existing Agricultural Preserve and a Resolution approving the rescission and re-entry of existing Williamson Act Contracts under Application APA-25-22 and finding the project exempt from CEQA for The Nature Conservancy Agricultural Preserve Amendment and Williamson Act Contract Rescission and Reentry (APA2522) project, located north and west of the city of Weed, including discussion, direction and possible action re Resolution denying the rescission and re-entry and issuance of a Notice of Non-renewal for property under Williamson Act Contract No. 74008. Public hearing for the first reading of an Ordinance reclassifying approximately 318.73 acres of land north of the City of Etna, from Rural Residential Agricultural, 5-acre minimum (R-R-B-5) and Rural Residential Agricultural, 40-acre minimum (R-R-B-40) to Timberland Production District (TPZ) on APNs 023-060-640 and a portion of 023-060-650; Township 42 North, Range 9 West, Sections 17 & 20, MDB&M, and Resolution approving the cancellation of a portion of Williamson Act Contract No. 71011, upon the rezone to Timberland Production Zone, for the Whiteland Walker Zone Change Z2501 project.
