The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement with UBEO West, LLC for lease of a Canon IRA DX C3730i copier for the Tulelake Agriculture office, at the rates detailed in the agreement for a three-year (36 month) term.

B.            Assessor-Recorder

Approve contract with Granicus Inc. to provide Recording software services, in an amount not to exceed $156,187.90 for the term July 1, 2025 through June 30, 2030.

C.           County Administration

Approve request to ratify letter to California Assembly member Chris Rogers stating opposition to Assembly Bill 531: Geothermal powerplants and geothermal field development projects: certification and environmental review.

D.           County Administration

Ratify request to add Siskiyou County to letter authored by the American Forest Resource Council proposing modifications to the Senate Reconciliation Bill, addressed to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources.

E.            District Attorney

Approve Master Services and Purchasing Agreement with Axon Enterprise, Inc., to provide digital evidence storage and discovery services, in a total not to exceed $146,684 for the term July 1, 2025 through June 30, 2030.

F.            District Attorney

Approve addendum to contract with Sis-Q-Script to provide legal transcription services, deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2028.

G.           General Services - Airports

Authorize application to the California Aid to Airports Program for funding credits, in the amounts of: $13,608 for Butte Valley; $10,000 for Scott Valley; $10,000 for Siskiyou County and $10,000 for Weed Airports, through the California Department of Transportation Aeronautics Program and acceptance of the funding for Fiscal Year 2024/2025.

H.           General Services - Sanitation

Approve addendum to contract with M. Peters, Inc., for waste loading at Black Butte Transfer Station, amending and repealing Exhibit A - Scope of Services, increasing compensation by $135,000 to a total not to exceed $1,255,000 and extending the term through September 30, 2025.

I.              General Services - Sanitation

Approve addendum to contract with M. Peters, Inc., for waste loading at Oberlin Road Transfer Station, amending and repealing Exhibit A - Scope of Services, increasing compensation by $135,000 to a total not to exceed $1,170,000 and extending the term through September 30, 2025.

J.             Health and Human Services - Behavioral Health Division

Approve amendment to Behavioral Health Workforce Program participation agreement with California Mental Health Services Authority, modifying Exhibit C - Remote Supervision Program and Exhibit F - Training and Certification Courses as detailed in the amendment.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Crestwood Behavioral Health deleting and replacing Exhibit A - Scope of Services and increasing general and professional liability for the term July 1, 2023 through June 30, 2027.

L.            Health and Human Services - Public Health Division

Approve Targeted Case Management Agreement with County of Santa Cruz, Host Entity, to perform certain County-Based Medi-Cal Administrative Activities at rates identified in Exhibit B, for the term July 1, 2025 through June 30, 2028.

M.           Health and Human Services - Public Health Division

Approve addendum to Memorandum of Understanding and Data Sharing Agreement between Health and Human Services Public Health and Social Services Divisions for the CalWORKs Home Visiting Program, increasing compensation by $146,340 to a total not to exceed $292,680 and extending the term through June 30, 2026.

N.           Health and Human Services - Social Services Division

Approve addendum to lease schedule with Canon U.S.A., Inc., to update the model/equipment configuration of two leased copiers at the Human Services facility in Yreka CA for the term January 1, 2025 through December 31, 2029.

O.           Health and Human Services - Social Services Division

Approve FY 25/26 contract with Exemplar Analytics, Corp. to provide certain Human Services reporting services, in an amount not to exceed $121,000.

P.            Probation

Approve amendment to agreement with County of Mendocino for the housing of detained juvenile wards, extending the term through June 30, 2026 with compensation detailed in the original agreement.

Q.           Probation

Approve FY 25/26 agreement for placement of juveniles with County of Tehama at the rates specified in the agreement.

R.           Probation

Approve Memorandum of Understanding  between Siskiyou County Superior Court and Siskiyou County Probation for drug court coordination and related services, for the term July 1, 2025 through June 30, 2028.

S.            Transfer of Funds

1.     Solid Waste Disposal - $270,000. Requires 4/5 Vote.

2.     Sheriff - $65,000. Requires 4/5 Vote.

Presentation re Child Abuse Prevention Month and 2025 Child Abuse Prevention Council (CAPC) meetings and associated efforts.

Discussion, direction and possible action re the request to appoint Dr. Donald Solus, MD and Dr. David Herfindahl, MD, effective June 22, 2025 as Extra Help in the position of Siskiyou County Public Health Officer.

Presentation of an update re the Copco Road Project.

C.           Office of Emergency Services

Discussion, direction and possible action re Resolution proclaiming a local emergency and requesting the Governor to proclaim a State of Emergency due to illegal pesticides and illicit cannabis operations.

D.           Sheriff

Discussion, direction and possible action re request to extend the State of Emergency related to the proliferation of illegal cannabis cultivation pursuant to Resolution 25-11 adopted on January 21, 2025 for an additional 60 days.

Discussion, direction and possible action re Resolution honoring and commemorating the lives and contributions of Nancy and Bill Hoy, Bill who served on the Siskiyou County Board of Supervisors as District 3 representatives for 12 years.
