The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve request to ratify agreement with USDA, Forest Service Klamath National Forest for provision of noxious weed management services, for reimbursement in an amount not to exceed $28,000 for a term effective through August 30, 2030.

B.            County Administration

Approve letter to the California Department of Fish and Wildlife's Wildlife Conservation Board expressing opposition to the proposed Marble Peaks Land Acquisition of approximately 445 acres located in Etna, California by The Nature Conservancy.

C.           County Administration

Approve letter to CalPERS Chief Health Director Donald Moulds, Ph.D. expressing concerns regarding Blue Shield Health Insurance Plan and the impacts to employee health care.

D.           County Administration

Approve extension of license agreement with Friends of Hibbard Field for use of the baseball field located at the Siskiyou County Fairgrounds, Yreka CA, for another five (5) year term through January 10, 2031.

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List for Public Authority Administrator and Assistant County Counsel positions, effective October 26, 2025.

Adopt Proclamation recognizing Behavioral Health Fiscal Technician III Toni Van Nocker as the recipient of the Peak of Excellence Award for Quarter 3.

Adopt Proclamation recognizing Heavy Equipment Mechanic John Schaefer for 23 years of dedicated service and contributions to the community upon his retirement.

Adopt Proclamation recognizing Deputy Director of Administration Services Rose Bullock for 26 years of dedicated service and contributions to the community upon her retirement.

I.              Facilities Management - Maintenance

Approve Notice of Completion for the Siskiyou County Government Center Parking Lot Repair Project, Contract No. 25-107010-04.

Approve request that the Auditor-Controller establish an activity code for the 2024 State Homeland Security Grant.

K.            Probation Department

Approve Memorandum of Understanding (MOU) with Butte County for use of the Butte Juvenile Detention Facility to house juvenile detainees at the rates detailed in the MOU for the term August 1, 2025 through June 30, 2028; and approve request to repeal the October 7, 2025 Board approval of same.

L.            Transfer of Funds

1.     Board of Supervisors/Public Works - $5,000. Requires 4/5 Vote.

Discussion, direction and possible action re an Urgency Ordinance amending Section 3-4.609 of Article 6 of Chapter 4 of Title 3 of the Siskiyou County Code regarding a speed limit reduction from 55 MPH to 45 MPH on Eastside Road from Mile Post 0.00 to Mile Post 11.74, located in Scott Valley.
