The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve contract with Vasquez & Company, LLP to provide State mandated outside auditing services for Fiscal Years 2024/2025, 2025/2026 and 2026/2027, in an amount not to exceed $186,000 for the term July 1, 2025 through June 30, 2028.

B.            County Administration

Approve letter to Congressman Doug LaMalfa urging his leadership in preserving the Siskiyou County Airport (SIY) runway length.

C.           County Administration

Approve addendum to contract with Chaplin & Hill Investigative Services, LLC providing private investigator services, increasing compensation by $50,000 to a total not to exceed $100,000.

D.           County Administration

Approve request to ratify letter to California Governor Gavin Newsom urging veto of AB 263 (Rogers) which would extend emergency State Water Resources Control Board drought regulations in Scott River and Shasta River Watersheds.

E.            County Administration

Adopt Proclamation recognizing September 2025 as National Service Dog Month.

F.            District Attorney

Approve addendum to contract with Karpel Solutions Inc. to provide case management software services, increasing rates as detailed in the addendum to add new service for Records Information Management Systems (RIMS) setup and interface.

G.           District Attorney

Approve contract with Kelley Create for lease of one Xerox copier for a 60-month term September 1, 2025 through August 31, 2030, at the rate of $131.30 per month plus image charges and sales tax effective October 1, 2025.

H.           District Attorney

Adopt Resolution authorizing the District Attorney's Office to submit grant proposals, applications and accept awards from the California Governor's Office of Emergency Services for the Victim Witness Assistance Program for the term October 1, 2025 through September 30, 2028.

I.              General County Fire

Approve agreement between Siskiyou Joint Community College District and Siskiyou County Fire Warden to provide education in the areas of standardized and certified training for potential and existing volunteer and career firefighters, at the rates specified in the agreement for a total not to exceed $200,000, for the term July 1, 2025 through June 30, 2027.

J.             Health and Human Services - Behavioral Health Division

Approve addendum to contract with Applied Survey Research, a nonprofit 501 (c)(3), deleting and replacing Exhibit A - Scope of Services, increasing compensation by $39,200 to a total not to exceed $134,250, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Quartz Valley Indian Reservation to provide certain Prevention, Outreach, and Access and Linkage services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $50,000 to a total not to exceed $150,000, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

L.            Health and Human Services - Behavioral Health Division

Approve agreement with California Department of Health Care Services for providing covered Drug Medi-Cal Organized Delivery System services for Substance Use Disorder treatment in the County's service area for the term July 1, 2025 through December 31, 2026.

M.           Health and Human Services - Behavioral Health Division

Approve agreement with California Department of Health Care Services for provision of Specialty Mental Health Services as a Prepaid Inpatient Health Plan (PHIP), with reimbursement to the Department expected to exceed $50,000, for the term July 1, 2025 through December 31, 2026.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Remi Vista, Inc. to provide certain mandated services, including outpatient Specialty Mental Health Services, increasing compensation by $50,000 to a total not to exceed $747,000 for Fiscal Year 25/26.

O.           Health and Human Services - Social Services Division

Adopt Resolution authorizing an application for, and acceptance of, the County allocation award under the Transitional Age Youth (TAY) Programs, the Transitional Housing Program (THP) and the Housing Navigation and Maintenance Program, for award allocations in a total amount not to exceed $61,672.

P.            Probation

Approve Memorandum of Understanding (MOU) with Butte County for use of the Butte Juvenile Detention Facility to house juvenile detainees, at the rates detailed in the MOU for the term August 1, 2025 through June 30, 2028.

Q.           Public Works - Road Department

Approve contract with CGI Technical Services, Inc. to provide on-call material testing for State and Federal funded projects as detailed in Attachment A, for a total not to exceed $120,000 for the term October 7, 2025 through October 7, 2028.

R.           Sheriff

Approve addendum to contract with Axon Enterprise, Inc. revising Exhibit A - Scope of Service to reflect additional duties such as software, licenses and equipment specified in the addendum and increasing compensation by $76,231.16 to a total not to exceed $389,746.07.

S.            Butte Valley Irrigation District

Approve request to appoint in lieu of election Steve Lutz and Kenny Elwood to the Butte Valley Irrigation District Board of Directors for four-year terms, December 5, 2025 through December 7, 2029, pursuant to California Elections Code §10515.

T.            Scott Valley Irrigation District

Approve request to appoint in lieu of election Mark A. Hurliman and James L. Morris to the Scott Valley Irrigation District Board of Directors for four-year terms, December 5, 2025 through December 7, 2029, pursuant to California Elections Code §10515.

U.           Transfer of Funds

1.     Health and Human Services - $30,000. Requires 4/5 Vote.

2.     Sheriff - $6,000. Requires 4/5 Vote.

Review status of local emergency regarding illegal pesticides and illicit cannabis operations declared by Resolution 25-109, adopted on July 1, 2025; action to extend or terminate local emergency.
