The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve amendment to Master Service Agreement with AccuSourceHR, Inc., adding a $50 annual data and security fee, effective July 1, 2025 and extending the term an additional year, effective August 10, 2025 through August 9, 2026.

B.            County Administration

Approve contract with Language Line Services, Inc. to provide on-demand interpreting services, at the rates identified in Exhibit A, for the term September 17, 2025 through September 30, 2030.

C.           County Administration

Approve request to ratify letter to California Governor Gavin Newsom, requesting veto of AB 339 (Ortega), revisions to contracting standards for local governments.

D.           County Administration

Approve letter to California Governor’s Office of Emergency Services providing an update on Siskiyou County Pesticide Amnesty Program and First Responder safety associated with illegal pesticide use in illicit cannabis operations.

E.            County Administration - Personnel

Adopt Resolution authorizing signature authority to Deputy Director of Road/Bridge Services Division in absence of Director of Public Works on occasion the Director of Public Works may be absent from the workplace and circumstances may arise that require approval, oversight and/or signature authority during such absence.

F.            County Library

Approve acceptance of contribution from the NorthNet Library System, in the amount of $1,200 to be used for staff development and training activities.

G.           Facilities Management - Courthouse and Grounds

Approve Public Works contract with World Telecom & Surveillance, Inc., for Government Center IT upgrades, project location: 311 Fourth Street Yreka, CA, in an amount not to exceed $252,540.29, with the project to be completed within 365 calendar days from September 16, 2025 start date.

H.           General Services - Airports

Approve Airport Ground lease with Richard F. Marshall, Inc. for Hangar #15 at the Scott Valley Airport at the annual base rent of $404.39, increasing as detailed in the lease agreement, for the term April 1, 2025 through March 31, 2030.

I.              General Services - Sanitation

Approve addendum to contract with Northstate Recycling, Inc., to provide metal recycling at Oberlin Road and Black Butte Transfer Stations, deleting and replacing Exhibit A - Scope of Services, amending liability insurance as detailed in the addendum and extending the term through November 30, 2027.

J.             General Services- Sanitation

Approve request to authorize the County Treasurer to establish a depository bank account with Banner Bank for General Services to deposit payments made at the Oberlin Road and Black Butte Transfer Stations, with an initial deposit in the amount of $100.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Etna Police Activities League to provide certain Prevention services for target populations, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $30,215 to a total not to exceed $90,645, increasing general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

L.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Lotus Educational Services, Inc. to provide certain training services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $20,718 to a total not to exceed $62,154, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

M.           Health and Human Services - Behavioral Health Division

Approve amendment to participation agreement with California Mental Health Services Authority for the QA/QI Analytics Program, extending term of Program Offerings as detailed in the amendment for a revised term January 1, 2025, through June 30, 2026.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Siskiyou Union High School District to provide certain Prevention and Early Intervention services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $150,000 to a total not to exceed $450,000, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

O.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Happy Camp Community Action, Inc., to provide certain Prevention, Outreach, and Access and Linkage services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $115,000 to a total not to exceed $345,000, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

P.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Karuk Tribe Housing Authority to provide certain Prevention and Early Intervention and outreach services, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $33,240 to a total not to exceed $83,240, amending Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2026.

Approve addendum to Memorandum of Understanding with Siskiyou County District Attorney for staffing the Welfare Fraud Unit, deleting and replacing Exhibit A - Scope of Services, effective June 22, 2025.

County Administration - Public hearing to consider adoption of the Fiscal Year 2025-2026 Adopted Budget, including the following:

1.         Adopt Resolution specifying the amount of appropriation approved in the Fiscal Year 2025-2026 Adopted Budget and approve all additions and deletions to the Recommended Budget for Fiscal Year 2025-2026, of which includes financing uses by unit, intrafund transfers by unit, transfers out by fund, appropriations for contingencies by fund, provisions for restricted and committed accounts by fund and purpose, and financing sources, in the amount of $463,890,209; and

2.         Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation list, and approve new job classifications; and
