The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement with California Department of Food and Agriculture for the Weed Area Management Noxious Weeds Program, in an amount not to exceed $120,000 for the term July 1, 2025 through June 30, 2028.

B.            Assessor - Recorder

Adopt Resolution authorizing the County of Siskiyou Assessor to post Value Notices on website as an alternative to United States Mail.

C.           County Administration

Ratify letter to Nancy Ward, Director of the California Governor's Office of Emergency Services responding to denial of Siskiyou County’s request for State of Emergency - Illegal Pesticide Use.

D.           County Administration

Adopt Resolution recognizing National Hunting and Fishing Day, September 27, 2025.

E.            County Administration

Approve letter to the California Fish and Game Commission expressing support for increasing Bear tags from one to two, per hunter, per season and decreasing Bear tag fees.

F.            District Attorney

Approve addendum to contract with Thomson Reuters for provision of West Proflex legal software services, at the monthly rates identified in the addendum, for a 60-month term effective through September, 2030.

G.           Health and Human Services - Behavioral Health Division

Approve FY 25/26 contract with Redwood Institute of Social Research, LLC  to provide services related to the Local Evaluation Plan in support of BSCC Prop 47 Cohort 3 (Base Camp), in an amount not to exceed $79,000.

H.           Health and Human Services - Behavioral Health Division

Approve request to authorize the Health and Human Services Agency Director to terminate the contract for services with Dr. LisaMarie Miramontes Ph.D., effective September 2, 2025.

I.              Health and Human Services - Behavioral Health Division

Approve addendum to contract with The Sail House, Inc., deleting and replacing Exhibit A - Scope of Services, increasing Workers' Compensation, general liability, liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2027.

J.             Health and Human Services - Behavioral Health Division

Approve FY 25/26 Memorandum of Understanding between Siskiyou County Health and Human Services Agency and Siskiyou County Sheriff for provision of substance use prevention services, including D.A.R.E. (Drug Abuse Resistance Education) "keepin' it REAL" Program to students enrolled in various County schools, in an amount not to exceed $70,000.

K.            Health and Human Services - Behavioral Health Division

Approve contract with First 5 Siskiyou Children & Families Commission to provide prevention and outreach services targeting youth populations ages 0-5 years, in an amount not to exceed $105,000 for the term January 1, 2025 through June 30, 2026.

L.            Probation Department

Approve lease agreement with Ubeo Business Services for lease of four Canon copiers identified in the agreement, at the rate of $628.32 per month for a 36-month term commencing July 1, 2025.

M.           Sheriff

Approve addendum to contract with Janus Advisor, Inc. dba Girdner's Funeral Chapel, deleting and replacing Exhibit A - Scope of Services, adding Exhibit B, increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2030.

Approve addendum to contract with Siskiyou Hospital Inc., dba Fairchild Medical Center, deleting and replacing Exhibit A - Scope of Services, increasing Workers' Compensation, liability, general liability and professional liability insurance as detailed in the addendum and extending the term through June 30, 2028.

Approve addendum to software and services agreement with Sun Ridge Systems Inc., amending certain language and increasing general liability as detailed in the addendum and increasing compensation by $11,250 to a total not to exceed $713,288 for a term ending August 25, 2026.
