The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            County Administration/County Counsel

Approve municipal tax-sharing agreement with the City of Yreka regarding the distribution of taxes upon annexation of real property, approximately 3.2 acres of unincorporated land identified as APN 014-430-120 into the City of Yreka (the Evans-Wilmarth Annexation).

B.            County Administration - Personnel

Adopt Proclamation recognizing Deputy Director of Environmental Health Services Dan Wessell for 24 years of dedicated service and contributions to the community upon his retirement.

C.           Community Development

Approve addendum to professional services contract with Mintier Harnish increasing Workers' Compensation, liability and general liability insurance as detailed in the addendum and extending the term through June 30, 2027.

D.           Community Development - Planning

Ratify the County Administrator’s execution of Memorandum of Understanding Lead Agency Responsibilities for the Springhill Mine between the City of Mt. Shasta and the County of Siskiyou for the County to become Lead Agency for the Springhill Mine should they expand the mine into the County's jurisdiction at the following locations: APNs: 021-060-010, 057-771-360, 057-771-070 and 057-771-080.

E.            General County Fire

Approve FY 25/26 contract with California Department of Forestry and Fire Protection (CAL FIRE) to provide certain emergency fire protection, emergency response, basic fire support and dispatch services detailed in Exhibit A - Scope of Services, in an amount not to exceed $615,186 and approve associated Notice of Intent letter to Cal Fire Siskiyou Unit.

F.            General Services - Airports

Adopt Resolution authorizing the ratification of an FAA Airport Improvement Program (AIP) grant and authorizing the submittal of an application, acceptance of an allocation of funds and execution of a grant agreement with the California Department of Transportation, for the Airport Layout Plan (ALP) for Scott Valley Airport, grant total in the amount of $478,947 ($455,000 - allocation and $22,750 - County match).

G.           Health and Human Services Agency - Social Services

Approve the Homeless Housing, Assistance and Prevention Program, Round 6 Joint Application and Regional Coordination Memorandum of Understanding (MOU) between the counties of Del Norte, Lassen, Modoc, Plumas, Shasta, Sierra and Siskiyou, the NorCal Continuum of Care and Training, Education and Community Help, Inc., with the California Department of Housing and Community Development, in funding amounts detailed in the MOU and approve Exhibit A - Regionally Coordinated Homelessness Action Plan.

H.           Sheriff-Coroner

Approve addendum to contract with Janus Advisor, Inc. dba Mt. Shasta Funeral Chapel for Coroner related services, deleting and replacing Exhibit A - Scope of Services, increasing Workers' Compensation, liability and general liability insurance as detailed in the addendum and extending the term through June 30, 2030.

I.              Treasurer - Tax Collector

Approve contract with The Data Center to provide printing and mailing services for annual property tax bills, in an amount not to exceed $120,000 for a term effective upon signature by all parties through June 30, 2028.

J.             Transfer of Funds

1.     General Services - $198,822. Requires 4/5 Vote.

Discussion, direction and possible action re Proclamation recognizing Administrative Services Manager III Camaron Rightmier for 26 years of dedicated service and contributions to the community upon her retirement.

B.            Facilities Management

Presentation re Siskiyou County Facilities Management 2025 Department update.

C.           Sheriff

Discussion, direction and possible action re request to extend the State of Emergency related to the proliferation of illegal cannabis cultivation, declared by Resolution 25-11, adopted on January 21, 2025.

D.           Office of Emergency Services

Discussion, direction and possible action re request to extend a local emergency regarding illegal pesticides and illicit cannabis operations declared by Resolution 25-109, adopted on July 1, 2025.

E.            Office of Emergency Services

Discussion, direction and possible action re draft letter to California Governor's Office of Emergency Services voicing opposition to denial of the County's State of Emergency request re illegal pesticide use in Siskiyou County.

F.            Office of Emergency Services

Discussion, direction and possible action re draft letter to US Department of Homeland Security (DHS) Secretary voicing opposition to the withholding of DHS funds from sanctuary jurisdictions which poses immediate and significant risks to public safety.

Discussion, direction and possible action re an update in accordance with California Public Contract Code Section 22050 for emergency repair and replacement to the Lake Siskiyou Campground General Store main office and roof; and request to affirm the emergency declaration remains necessary and authorize staff to proceed with needed repairs at the facility.

C.           Flood Control and Water Conservation District

Discussion, direction and possible action re request to appoint a new negotiator and/or designee for the Flood District with regard to lease with Mt. Shasta Golf Resort for District property located around/about W.A. Barr Road and Lake Siskiyou Blvd. Mt. Shasta CA.

8.            Board of Supervisors' Requests

A.            Supervisors Ray Haupt and Michael N. Kobseff

Discussion, direction, and possible action regarding a letter to the California Department of Fish and Wildlife's Wildlife Conservation Board providing comments and recommendations on the proposed Shackleford Forest Conservation Easement Project over approximately 12,213.2 acres located west of Mugginsville in the Scott Valley.

E.            Flood District - Conference with real property negotiators pursuant to Government Code §54956.8, property description: Leased portions of 1000 Siskiyou Lake Boulevard, Mount Shasta, CA 96067 (generally the golf course, tennis courts, chalets), agency negotiator: Adam Filippone for the Siskiyou County Flood Control and Water Conservation District, negotiating parties: Gary Reiff, Mt. Shasta Resort, or whoever is further designated, instructions to negotiator will concern both price and terms of payment. (Designated Agency Negotiator is contingent upon Agenda Item 7.C.)
