The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker's Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County's decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Approve Exchange Agreement with CD-DATA dba ParcelQuest, replacing prior agreement entered into on September 7, 2021 to add the Guard Dog program, for an initial term of fifty (50) years.

C.           County Administration

Ratify letter to US Senator Alex Padilla expressing support of the Fix Our Forests Act.

D.           County Administration

Ratify letter to the CAL FIRE Review Team expressing support for the Shasta Valley Resource Conservation District's McCloud Fuels Management and Forest Stewardship Fuel Project.

Ratify letter to US Representative Doug LaMalfa re urgent request for Congressional support for federal delisting of the Gray Wolf.

Approve contract with Granicus, LLC to provide certain Clerk function software and subscription to Disclosure Docs/e-Disclosure for electronic filing of certain forms, in an amount not to exceed $66,548.75, for the term July 1, 2025 through June 30, 2028.

Approve Addendum to Professional Services Agreement with Prentice Long, PC to provide certain services to the Human Services Agency, increasing the compensation by $570 for FY 24/25 and by $5,000 for FY 25/26, for a total not to exceed $133,070.

H.           County Library

Approve Addendum to contract with Debra Davis, deleting and replacing Exhibit A - Scope of Services and increasing compensation by $1,500 for a total not to exceed $214,700.

I.              Health and Human Services - Behavioral Health Division

Approve County Use of State Hospital Beds Memorandum of Understanding with California Department of State Hospitals and the California Mental Health Services Authority, at the services and rates identified, for the term July 1, 2025 through June 30, 2027.

Approve Addendum to contract with Restpadd Health Corporation, Red Bluff, CA, deleting and replacing Exhibit A - Scope of Services, increasing general and professional liability as detailed in the Addendum, and extending the term through June 30, 2027.

Approve Addendum to contract with Restpadd Psychiatric Health Facility (Restpadd Inc.) - Redding, CA, deleting and replacing Exhibit A - Scope of Services, increasing general and professional liability as detailed in the Addendum and extending the term through June 30, 2027.

L.            Health and Human Services - Behavioral Health Division

Approve Amendment to Participation Agreement with the California Mental Health Services Authority for the QA/QI Analytics Program, amending the Cover Sheet, Exhibit A and Exhibit B as detailed in the Amendment, with the total funding in an amount not to exceed $189,131.75.

M.           Health and Human Services - Behavioral Health Division

Approve Addendum to contract with Willow Glen Care Center, deleting and replacing Exhibit A - Scope of Services, increasing general and professional liability as detailed in the Addendum and extending the term through June 30, 2026.

Approve Addendum to contract with North American Mental Health Services, Inc., deleting and replacing Exhibit B.1 - Financial Information and Schedules-Provider Rate Table, increasing general and professional liability as detailed in the Addendum and extending the term through June 30, 2028.

Approve Amendment to Semi-Statewide Enterprise Health Record Program Participation Agreement with the California Mental Health Services Authority, increasing committed funding by $27,320.57 to a total not to exceed $1,160,032.51, with the Amendment effective November 1, 2024.

P.            Health and Human Services - Public Health Division

Approve Addendum to contract with Dana Kent Krone, deleting and replacing Exhibit A - Scope of Services, adding Exhibit B - Administrative Policies and Practices, Exhibit C - Nutritional Risks Criteria and Descriptions, Exhibit D - Special Terms and Conditions and Exhibit E - Coordinator for Nutrition Education, increasing compensation by $127,200 for a total not to exceed $183,360 and extending the term through September 30, 2028.

Q.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Partnership HealthPlan of California Community Health Assessments (CHA) and Community Health Improvement Plan (CHIP) Development Support Grant Program for Siskiyou County, for an allocation up to $100,000 to be used for the period July 2025 through June 2028.

R.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Tuberculosis Elimination Alliance Mini-grant for County of Siskiyou, for an allocation of $10,000 with spending authority through April 30, 2026.

Approve Addendum to contract with Diamond Drugs, Inc. dba Diamond Pharmacy Services, deleting and replacing Attachment A - Scope of Services to reflect additional duties.

T.            Health and Human Services - Public Health Division

Approve request to appoint Donald E. Solus, MD as the County's Public Health Officer and approve associated contract for services, at the services and rates specified in Exhibit A, for a total amount not to exceed $500,000 for the term August 1, 2025 through June 30, 2028.

Approve Addendum to contract with Language Line Services, Inc., increasing compensation by $72,000 for a total not to exceed $118,000 and extending the term through June 30, 2028.

Approve Addendum to contract with J. Reid McKellar, Ph.D., deleting and replacing Exhibit A - Scope of Services to reflect additional duties.

W.          Health and Human Services - Social Services Division

Approve FY 25/26 contract with Siskiyou Child Care Council to provide STAGE I child care services to currently aided CalWORKs families, at the rates specified in Exhibit A.

Approve contract with Chaplain Keith Bradley to provide certain Chaplaincy services, for a total not to exceed $89,140, for the term July 1, 2025 through June 30, 2027.

Y.            Siskiyou County Arts Council

Adopt Resolution designating the Siskiyou County Arts Council as the County Arts Agency for Siskiyou County for the period October. 1, 2025 though September 30, 2026.
