The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve FY 25/26 agreement with California Department of Food and Agriculture for Nursery Inspection Services in an amount not to exceed $57,141.

B.            Agriculture

Approve California Department of Food and Agriculture Agreement Amendment for Noxious Weed Grant Program increasing compensation by $55,190.30 for a total not to exceed $97,611.30 and extending the term through December 31, 2027.

C.           Community Development - Planning Division

Approve addendum to contract with Lynn M. Cottier for hearing officer services, increasing compensation by $40,000 to a total not to exceed $145,000, amending the process for cancelling hearings and extending the term through June 30, 2027.

D.           Community Development - Planning Division

Approve addendum to contract with Vestra Resources Inc. to provide Williams Pit Mine project environmental review services, extending the term through December 31, 2025.

E.            Community Development - Planning Division

Adopt Resolution delegating authority for the application and acceptance of grants from CalRecycle which the County of Siskiyou is eligible, authorizing the County Administrative Officer or the Community Development Director to submit all applications to CalRecycle, with authorizations effective for ten years.

F.            County Administration

Ratify letter to California State Assembly Person Nick Schultz expressing opposition to Assembly Bill 793: Potentially dangerous and vicious dogs: designation and disposition: burden of proof.

G.           County Administration

Approve contract with iSecure, Information Security, Inc., to provide Countywide confidential materials shred services, at the rates specified in Exhibits A and B, for the term July 1, 2025 through June 30, 2030.

H.           County Administration

Approve professional services retention agreement with Liebert Cassidy Whitmore to provide services related to personnel matters, at the rates specified in the agreement for the term July 1, 2025 through June 30, 2030.

I.              County Counsel

Approve Agreement with Serviam by Wright, LLP, at the rates and terms specified for a total not to exceed $75,000, and amending insurance coverage and  liability as detailed in Exhibit B.

J.             District Attorney

Approve amendment to agreement with California Department of Justice for forensic alcohol analysis services, at the rates and term specified in the amendment.

K.            District Attorney

Approve agreement for forensic medical examination services with Abigail McLain-Smith, RN, to support the Sexual Assault Response Team, at the rates specified in the agreement, for the term November 1, 2024 through June 30, 2027.

L.            Dunsmuir Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Dunsmuir Recreation and Parks District, in the amount of $90,000, which loan shall be repaid to the County on or before April 10, 2026.

M.           Facilities Management - Courthouse and Grounds

Approve Notice of Completion for the Siskiyou County Community Development Building Fire Rehab Project with Belfor USA Group, Inc - Contractor. 

N.           General County Fire

Adopt Resolution authorizing application for Federal Excess Personal Property (FEPP) Program in accordance with Cooperative Forestry Assistance Act (CFAA) of 1978 (16 U. S. C. Chapter 41 §2101) authorizing County Fire Warden to enter into an agreement with California Department of Forestry and Fire Protection for the loan of Federal Excess Personal Property for a five year term effective July 1, 2025..

Approve addendum to contract with Lawrence & Associates, Inc., deleting and replacing Exhibit A - Scope of Services amending insurance coverage and liability as detailed in the addendum extending the term through June 30, 2028 and increasing compensation by $260,379 for a total not to exceed $515,358.

P.            General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC, for services at Black Butte Transfer Station, deleting and replacing Exhibit A - Scope of Services, amending insurance coverage and liability as detailed in the addendum and extending the term through June 30, 2026.

Q.           General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC, for refuse transport from Tulelake Transfer Station and from Happy Camp Transfer Station, deleting and replacing Exhibit A - Specific Services, amending insurance coverage and liability as detailed in the addendum and extending the term through June 30, 2026.

Approve Addendum to contract with Scott Valley Disposal, Inc. amending compensation as detailed in the addendum and increasing compensation by $190,404.94 for a total not to exceed $721,746.43 and amending insurance coverage and liability as detailed in the Addendum.

Approve Addendum to contract with George Chambers to operate the Happy Camp Transfer Station, extending the term through June 30, 2026, increasing compensation by $130,618.33 for a total not to exceed $2,760,276.43.

Approve amendment to agreement with Recology Ashland Inc. to provide solid waste hauling services for Oberlin Road and Black Butte Transfer Stations, amending Exhibit B - Pricing and extending the term through June 30, 2030.

U.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Crisis Support Services of Alameda County, deleting and replacing Exhibit A - Scope of Services amending insurance coverage and liability as detailed in the addendum increasing compensation by $53,130 for a total not to exceed $145,430 and extending the term through June 30, 2026.

V.            Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the California Home Visiting Program (CHVP), State General Fund (SGF) Evidence Based Home Visiting (EBHV) for State Fiscal Year (SFY) 2025-2026, for County of Siskiyou, for an award in the amount of $429,697 for the period July 1, 2025 through June 30, 2026.

W.          Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Standard Agreement Amendment (STD 213) for the Tuberculosis Control Board Local Assistance Funds Program FY 2025-2026  funding, for an allocation of $2,552, with spending authority through June 30, 2026.

X.            Health and Human Services - Social Services Division

Approve contract with Kevin Kimple, Private Investigator for Civil Rights violation complaints investigations at the rates specified in Exhibit A for the term July 1, 2025 through June 30, 2027.

Y.            Probation

Approve addendum to contract with Bruce W. Ebert, Ph.D., J.D., LL.M, ABPP for juvenile psychological evaluation services, deleting and replacing Exhibit A - Scope of Services, and extending the term through June 30, 2026.

Z.            Sheriff

Approve addendum to Memorandum of Understanding and Agreement to provide law enforcement services to the City of Dunsmuir, increasing compensation by $416,000 to a total not to exceed $2,496,000 and extending the term through June 30, 2025.

AA.        Sheriff

Approve addendum to Memorandum of Understanding and Agreement to provide law enforcement services to the City of Dorris, increasing compensation by $219,252 to a total not to exceed $1,315,512 and extending the term through June 30, 2025.

BB.        Sheriff

Approve contract with Dan Purtzer, MD to provide forensic pathologist services, at the rates identified in the contract, for the term July 1, 2025 through June 30, 2028.

CC.        Sheriff

Approve Master Services Agreement with Flock Group, Inc for equipment lease, ongoing software support and license plate readers for a total not to exceed $84,460 for the term July 1, 2025  through June 30, 2027.

DD.        Weed Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Weed Recreation and Parks District, in the amount of $100,000, which loan shall be repaid to the County on or before April 10, 2026.

Presentation of the 2024 Annual Report of the Siskiyou County Fire Departments, including response totals for fire, medical, and other emergency responses.

Continued public hearing for the second reading of an Ordinance reclassifying approximately 640 acres of land south and west of the City of Yreka, from Non-Prime Agricultural, 40-acre minimum (AG-2-B-40) and Rural Residential Agricultural, 40-acre minimum (R-R-B-40) to Timberland Production District (TPZ) on APNs 014-200-040 and 014-200-050; Township 44 North, Range 8 West, Section 1, MDB&M and consider a Resolution approving the cancellation of a portion of Williamson Act Contract No. 72025, on the rezone to Timberland Production Zone for the Bennett Zone Change (Z2403) and partial Williamson Act Contract Cancellation Project.
