The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve Workplace Violence Prevention Plan to establish, implement, and maintain an effective workplace violence prevention plan required under Labor Code §6401.7 and §6401.9.

B.            County Administration

Approve Master Intergovernmental Cooperative Purchasing Agreement, with OMNIA Partners, Public Sector Inc, allowing county departments to utilize competitively bid contracts for term effective May 20, 2025.

C.           County Administration

Ratify letter to Chief Daniel Berlant, California State Fire Marshal, requesting a time extension and reconsideration of Fire Hazard Severity Zone (FHSZ) mapping impacts.

D.           County Counsel

Approve addendum to Professional Services Retention Agreement with Nossaman LLP increasing contract by $10,000 for a total not to exceed $729,750.

E.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Sacramento Behavioral Healthcare Hospital, LLC., deleting and replacing Exhibit A - Scope of Service, to reflect the updated Medi-Cal and Short Doyle rates for FY 24/25 and FY 25/26.

F.            Health and Human Services - Behavioral Health Division

Approve amendment to agreement with California Mental Health Services Authority (CalMHSA) for inter-member transfer AKA presumptive transfer program, modifying term to end June 30, 2027, and modifying Exhibit A as detailed in the amendment.

G.           Health and Human Services - Behavioral Health Division

Approve contract with Reno Behavioral Healthcare Hospital, LLC, to provide various inpatient and outpatient programs for adults and adolescents at the rates specified in Exhibit A, for the term May 1, 2025 through June 33, 2027.

H.           Health and Human Services - Behavioral Health Division

Approve addendum to Canon USA Inc. Copier Lease contract for fiscal years 24/25, 25/26 and 26/27 increasing compensation by $7,317 to a total not to exceed $95,583.

I.              Health and Human Services - Public Health Division

Approve Amended Grant Agreement with California Department of Public Health (CDPH), for the California Public Health Workforce Career Ladder Education and Development Program, increasing contract by $80,000 for a total not to exceed $145,400, for the term ending June 30, 2026.

J.             Public Works

Adopt Resolution certifying maintained mileage within the County of Siskiyou as 1,353.646 miles as of May 20, 2025.

K.            Public Works

Approve the Local Transportation Fund Claim for FY25/26 in the amount of $713,258 for Public Transit and $325,444 for Streets and Roads for a total of $1,038,802.

L.            Public Works

Adopt Resolution regarding adopting a list of projects for fiscal year 2025-2026 funded by SB 1: The Road Repair and Accountability Act of 2017.

M.           Transfer of Funds
