The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Ratify letter to Charlton (Chuck) Bonham, Director, California Department of Fish and Wildlife regarding growing concern over the presence of Gray Wolves in the agricultural community and livestock predation.

Approve Addendum to the contract with Shasta Valley Resource Conservation District increasing contract by $1,750,000 to a total not to exceed $4,250,000.

C.           County Administration

Ratify letter to Assemblymember Diana Papan, Chair for the Assembly Water, Parks, and Wildlife Committee stating opposition to AB 263 (Rogers) - Scott River: Shasta River: Watersheds.

D.           County Administration

Approve letter to California Assemblymember Tina McKinnor, stating opposition to AB 470 Telephone corporations: Carriers of Last Resort.

E.            County Counsel

Approve Addendum to retainer agreement for services with Renne Public Law Group, LLP, increasing the compensation by $140,000 for a total not to exceed $265,000.

F.            Health and Human Services - Behavioral Health Division

Approve participant agreement with California Mental Health Services Authority QA/QI Analytic Program for the term January 1, 2025 through December 31, 2025 in the amount of$154,760.25.

G.           Natural Resources

Approve submittal of the Groundwater Sustainability Plan for the Tule Lake Subbasin Annual Report Water Year 2024.

H.           Natural Resources

Approve letter to US Senator Alex Padilla stating support for FY 2026 Congressionally Directed Spending Request for Scott River Tailings Reach Wetlands Restoration Project for California Trout's (CalTrout) funding request.

I.              Public Works

Approve Addendum to contract with PACE Engineering, Inc., to provide Municipal Engineering Services, extending term through June 30, 2026 and increasing contract by $40,000 for a total not to exceed $190,000.

J.             Public Works

Approve Addendum to contract with Lawrence & Associates, Inc., for corrective action maintenance, groundwater and soil-gas monitoring, for the Tulelake District shop increasing funding by $108,016  for a total not to exceed $419,528 and extending term through December 31, 2025.

K.            Transfer of Funds

1. County Library - $23,468. Requires 4/5 Vote.

2. Courthouse and Grounds - $27,500. Requires 4/5 Vote.

Discussion, direction and possible action re Resolution declaring the Board of Supervisors' intent to vacate Shasta Way (2M082), east of the community of Mount Shasta, and setting and providing notice of a public hearing on said vacation, pursuant to Government Code §8320 for the proposed Road Abandonment Project (RA-24-01).

Discussion, direction and possible action re Resolution declaring the Board of Supervisors' intent to change the names of certain County roads containing the term "Squaw" and to set the time and date for a public hearing on the proposed road name changes, for "Squaw Valley Road" and "Squaw Valley Loop Road” in/around the community of McCloud.

G.           Public Works

Presentation of an update on the Copco Road Project, focusing on the upcoming repairs to Copco Road.

H.           County Clerk

Discussion, direction and possible action regarding rescheduling or canceling the November 11, 2025, regular Board of Supervisors' meeting due to the Veterans' Day Holiday.

Public hearing to consider adoption of the 2050 Siskiyou County General Plan Visioning Statement and Guiding Principles.

1.         Continued public hearing for the second reading of an Ordinance amending the Planned Development and Master Plan document on APN 023-190-510; Township 41 North, Range 9 West, Sections 29 and 32, MDB&M, for the JH Ranch Zone Change (Z-23-06) and Use Permit (UP-24-16) project located outside of the City of Etna CA on French Creek Road.

2.         Discussion, direction and possible action re Resolution to approve the JH Ranch Use Permit (UP-24-16) and determine the project exempt from the California Environmental Quality Act (CEQA). (Continued from March 18, 2025)
