The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Adopt Proclamation proclaiming May 2025, Mental Health Awareness Month in Siskiyou County.

Approve request to appoint Jessica Skillen as the Interim Director of General Services, effective May 11, 2025.

C.                 County Administration

Ratify letter to Assemblymember Diana Papan expressing support for AB 1038 (Hadwick)- Bears: Pursuit by Dogs.

D.                 County Administration

Ratify letter to California Fish and Game Commission President Erika Zavaleta expressing opposition to potential changes in regulations regarding nongame status of coyotes.

E.                  County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule, Position Allocation List, and approve new classifications specifications for positions in Human Services, General Services, Jail and Siskiyou Transportation Agency, effective May 11, 2025.

F.                  County Clerk

Removal of Supervisor Harris as Delegate and Supervisor Valenzuela as Alternate to the Social Services Transportation Advisory Council (SSTAC) from the Board of Supervisors’ Committee assignments.

G.                 County Library

Approve request to ratify application to the McConnell Foundation in the amount of $50,000 to paint the Yreka Library building.

H.                 General Services - Sanitation

Approve Addendum to contract with Paradigm Software, LLC deleting and replacing Exhibit C - Licensing, Customization and Implementation Payment Schedule.

I.                    Health and Human Services - Behavioral Health Division

Approve Amendment #A2 to Department of Health Care Services Standard Agreement #21-10117, extending the term from July 1, 2021 through June 30, 2026 and replacing Exhibit A - Program Specifications.

J.                   Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Standard Agreement Amendment (STD 213) for County of Siskiyou for the Women, Infants and Children Program for an allocation in the amount of $2,252,964, with spending authority through September 30, 2028.

K.                  Health and Human Services - Public Health Division

Approve Amendment to agreement with Partnership Health Plan of California, deleting and replacing Attachment D, for the term September 1, 2013 through December 31, 2019.

L.                  Office of Emergency Services

Adopt Resolution authorizing the Office of Emergency Services to participate in the Fire Fighter Property (FFP) Program.

M.                Sheriff

Approve the donation of two Motorola XTL5000 radios to the Sheriff's Posse organization, currently valued at $400 each for a total of $800.

Public hearing to consider Resolution approving an exception of Pine Place Road from the fifty-foot setback centerline of Right-of-Way and twenty-foot setback from property line requirement along County roadways to a reduced ten-foot setback (SP-24-04), for project located along the entire length of Pine Place Road in the Indian Creek Subdivision, north of the unincorporated community of Happy Camp, CA.

Public Hearing for the first reading of an Ordinance reclassifying land west of the City of Weed from Non-Prime Agricultural (AG-2) to Rural Residential Agricultural, 5-acre minimum parcel size (R-R-B-5) on APN : 021-640-070; Township 41 North, Range 5 West, Section 15, MDB&M, for the Pfeiffer Zone Change (Z-24-02) Project.
