The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Community Development

Approve contract with IC Systems Inc. to provide debt collection services at the rates specified in Exhibit A, for a term effective February 18, 2025.

B.            County Administration

Approve request to appoint Angela Davis, County Administrator, to negotiate on behalf of the County the potential sale of County-owned real property located at Sharps and Fairlane Roads, Yreka CA (APN 062-141-170).

C.           County Administration

Approve request to ratify letter to the California Fish and Game Commission expressing strong concern re the motion passed by a member of the Commission's Wildlife Resources Committee on January 15, 2025 with regard to future rulemaking to amend Section 472 by removing coyotes.

D.           County Administration

Approve addendum to contract with PACE Engineering, Inc. for the Departmental Request-Master Agreement services, deleting and replacing Exhibit A - Standard Charges for Professional Services, effective through December 31, 2023 with Exhibit A - Fee Schedule, effective through December 31, 2025.

E.            District Attorney

Approve contract with West Publishing Corporation dba Thomson Reuters to provide West Complete Library services at the rates specified in the contract, for the term March 1, 2025 through February 28, 2030.

F.            Health and Human Services - Behavioral Health Division

Approve request to ratify Mental Health Student Services Act Universal Screening grant application to the Mental Health Services Oversight and Accountability Commission, and approve associated agreement in an amount not to exceed $800,000, for a term ending December 31, 2027.

G.           Health and Human Services - Behavioral Health Division

Approve request to ratify Mental Health Student Services Act Other Priorities grant application to the Mental Health Services Oversight and Accountability Commission, and approve associated agreement in an amount not to exceed $300,000, for a term ending December 31, 2027.

H.           General Services - Airports

Approve contract with Tullis, Inc. to complete the Taxiway and Apron Reconstruction Project - Phase I at the Weed Airport, in an amount not to exceed $1,876,785, effective March 15, 2025, with work to be completed within 120 days from start date.

I.              General Services - Sanitation

Approve standard support services and licensing agreement with Paradigm Software, LLC for transactional and payment management services at the Oberlin Road and Black Butte Transfer Stations, in an amount not to exceed $39,990.70 one time cost and $9,114 annual cost, commencing on the date of acceptance of the agreement by the Board.

J.             Local Child Care Planning Council

Approve Annual Certification Statement regarding composition of Local Child Care Planning Council membership.

K.            Transfer of Funds

1.         Court Appointed Counsel - $341,220. Requires 4/5 Vote.

2.         District Attorney - $26,000. Requires 4/5 Vote.

3.         Emergency Services - $20,786. Requires 4/5 Vote.

Discussion, direction and possible action re request to ratify Proclamation of Local Emergency by the Director of Emergency Services due to impacts from the Early 2025 Atmospheric River and early February storm cycle that brought significant weather impacts throughout Siskiyou County.

Public hearing for the first reading of an Ordinance reclassifying approximately 323 acres of land south and west of Highway 3 and the community of Callahan, from Rural Residential Agricultural, 40 acre minimum (R-R-B-40) to Timberland Production District (TPZ) on APN 031-290-010; Township 39N, Range 8W, Sections 7; MDB&M, for the McDonagh Timberlands Zone Change (Z-24-01) project.
