The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. All supporting documentation is available for public review in the office of the Clerk of the Board of Supervisors, located in the Siskiyou County Clerk’s Office, 311 Fourth Street, Room 201, Yreka, CA 96097, during regular business hours, 9:00 a.m. – 12:00 p.m. and 1:00 p.m. - 4:00 p.m., Monday through Friday.

Approve annual Certification of Maintenance of Effort for Proposition 172 Public Safety funding for the 2024/25 Fiscal Year and authorize the Auditor-Controller to sign the certification.

B.            County Administration

Adopt Resolution authorizing the transfer of a portion of Siskiyou County's Rule 20A Credits to the City of Mt. Shasta, in the amount of $2,673,833.

C.           County Administration

Adopt Resolution authorizing the transfer of a portion of Siskiyou County's Rule 20A Credits to the City of Etna, in the amount of $2,673,833.

D.           County Administration

Approve request to appoint Angela Davis, County Administrator, to negotiate on behalf of the County the potential purchase of real property located at 1215 South Main Street, Yreka (APN 061-351-030) and/or 1409 South Main Street Yreka (APN 062-011-410) for County use.

E.            County Administration

Approve Limited English Proficiency Policy and Limited English Proficiency Plan to provide timely and meaningful access to the County's programs and activities for persons with limited English proficiency.

F.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List, and approve updated classifications specifications for various positions in County service as detailed in the Resolution, effective December 22, 2024 and February 2, 2025.

Adopt Resolution amending the Siskiyou County salary schedule, for the period December 22, 2024 through December 20, 2025.

H.           County Counsel

Approve professional services retention agreement with Prentice Long, PC, for representation of the County's Health and Human Services Agency in relation to dependency proceedings, for the term February 1, 2025 through June 30, 2026 in an amount not to exceed $127,500.

I.              General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC to provide metal recycling services at Black Butte Transfer Station, repealing and replacing Exhibit A - Scope of Services and extending the term through June 30, 2025.

J.             General Services - Sanitation

Approve contract with Northstate Recycling, Inc. to provide metal recycling services at Oberlin Road Transfer Station, at the rates specified in the contract, for the term December 1, 2024 through November 30, 2025.

K.            General Services - Sanitation

Approve addendum to contract with M. Peters, Inc. to provide services at Black Butte Transfer Station, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $270,000 to a total not to exceed $1,120,000 and extending the term through June 30, 2025.

L.            General Services - Sanitation

Approve addendum to contract with M. Peters, Inc. to provide services at Oberlin Road Transfer Station, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $270,000 to a total not to exceed $1,035,000 and extending the term through June 30, 2025.

M.           Health and Human Services - Behavioral Health Division

Approve contract with Dr. LisaMarie P. Miramontes, Ph.D. to provide Project Base Camp - Siskiyou Prop 47 evaluation, consultation and reporting services at the rates specified in Exhibit A, for a total not to exceed $72,450 for the term December 1, 2024 through June 30, 2026.

N.           Sheriff

Approve addendum to contract with Meyer's Police K-9 Training, LLC to provide monthly law enforcement canine and handler maintenance training, amending Exhibit A rates, increasing the compensation in the amount of $39,000 to a total not to exceed $50,200 and extending the term through June 30, 2029.

O.           Transfer of Funds

1.         Health and Human Services - $4,390. Requires 4/5 Vote.

2.         Public Health - $212,500. Requires 4/5 Vote.

3.         Solid Waste Disposal - $500,000. Requires 4/5 Vote.

Presentation regarding the Public Health's Vending Machine - Carebox, providing access to free health and harm-reduction products and education.

Discussion, direction and possible action re Resolution continuing the Board of Supervisors’ declaration of a state of emergency related to the proliferation of illegal cannabis cultivation.

Presentation re the Scott Valley Irrigation District Recharge Project, including an update and current results.

Discussion, direction and possible action re an Advance Conflict Waiver sought by Best, Best and Krieger, LLP to provide specialized legal services to the District with regard to a potential concessionaire assignee for the remaining lease term at the Lake Siskiyou Campground/Resort.
