The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            Community Development

Authorize Community Development Director to finalize negotiations and enter into an agreement with Tetra Tech, Inc. to provide assessment and monitoring services for disaster debris and hazard tree removal caused by the 2023 Happy Camp Complex Fires and delegate signature authority to the County Administrator to execute same.

B.            County Administration

Approve contract with Guy Rents, Inc dba Rental Guys, a Master Services Agreement for equipment rentals, at the rates identified in Exhibit A for the term April 1, 2024 through March 31, 2025 and authorize the County Administrator, or her designee, to approve departmental requests to utilize the Agreement as needed.

C.           County Administration - GIS/IT

Approve addendum to contract with Vestra Resources, Inc., deleting and replacing Exhibit A - Scope of Services, increasing compensation by $25,000 to a total not to exceed $162,926 and extending the term through September 30, 2024.

D.           County Clerk

Approve agreement with the California Secretary of State to provide funding in the amount of $100,000 to assist with activities to improve the administration of elections, including to enhance election technology and make election security improvements and authorize the County Clerk to sign the agreement and any needed amendments.

E.            County Clerk

Approve Statement of Work “SOW” No. 2 to the Master Subscription Agreement with Granicus LLC for Disclosure Docs Form 700 filing system, dated September 16, 2020 for the term July 1, 2024 through June 30, 2029 in an amount not to exceed $64,069.05.

F.            County Counsel

Approve an Agreement on the Subrogation and Assignment of Claims arising out of the Mill Fire with the California Governor’s Office of Emergency Services (Cal OES) and authorize the County Administrator to execute the agreement.

G.           General Services - Airports

Authorize application for funding, in the amount of $40,000 from the California Aid to Airports Program, in an amount to $10,000 each for the Butte Valley, Scott Valley, Weed and Siskiyou County Airports.

H.           General Services - Sanitation

Approve Agreement with Dry Creek Landfill, Inc. for solid waste transport and disposal services from County-owned transfer stations, at the rates identified in the agreement, for a five-year term effective July 1, 2024.

I.              Health and Human Services - Behavioral Health Division

Approve Memorandum of Understanding with the Sheriff's Office to jointly support the Mobile Crisis Care Program for crisis response and services within the County, for the term February 19, 2024 through June 30, 2026.

J.             Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the Medication-Assisted Treatment (MAT) Grant for Siskiyou County, in the amount of $2,455,652 from the Board of State and Community Corrections, for the period May 1, 2024 to June 30, 2027.

K.            Probation

Approve FY 24/25 agreement for the housing of detained wards in the Mendocino County Juvenile Detention Facility with the County of Mendocino, at the rates identified in the agreement.

L.            Probation

Approve addendum to contract with Redwood Toxicology Laboratory, Inc., deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2026.

M.           Public Works

Approve addendum to contract with PACE Engineering, Inc., increasing the contract by $40,000 to a total not to exceed $150,000 and extending the term through June 30, 2025.

N.           Public Works

Adopt Resolution regarding adopting a list of projects for Fiscal Year 2024-25 funded by SB 1: The Road Repair and Accountability Act of 2017.

O.           Sheriff

Approve addendum to Memorandum of Understanding & Agreement to provide law enforcement services with the City of Dorris, amending certain language as detailed in the document, increasing the compensation by $219,252 to a total not to exceed $1,096,260 and extending the term through June 30, 2024.

P.            Treasurer - Tax Collector

Approve Discharge of Accountability of unsecured delinquent tax accounts, in the amount of $29,616.84 per California Revenue & Taxation Code Section 2611.1.

Public hearing for an appeal filed by Chris Marrone on the decision of the Siskiyou County Planning Commission re Golden Eagle Charter School located at 1030 W A Barr Road, Mt. Shasta CA 96067 (APN: 036-230-361) rescinding existing Use Permit UP-96-03 and approving Use Permit UP-23-08 and an Addendum to the previous Certified Mitigated Negative Declaration for the Evangelical Free Church of Mount Shasta and including consideration, under the California Environmental Quality Act, of the proposed CEQA Addendum #1 to the Mitigated Negative Declaration for the Evangelical Free Church of Mount Shasta (State Clearinghouse Nos. 1996052035 and 1996103248).

Continued public hearing for the second reading of an Ordinance reclassifying land in the unincorporated community of Grenada from Town Center (C-C) to Light Industrial (M-M) on APN: 038-448-021; Township 44 North, Range 6 West, Section 22, MDB&M for the Grenada Properties Zone Change (Z-23-4-04) and Tentative Parcel Map (TPM-23-03).
