The Siskiyou County Board of Supervisors welcomes you to this Special meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker's Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that appears on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. Special meeting comments are limited to those items on the agenda. Government Code Section 54954.3. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.


Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. All supporting documentation is available for public review in the office of the Clerk of the Board of Supervisors, located in the Siskiyou County Clerk's Office, 311 Fourth Street, Room 201, Yreka, CA 96097, during regular business hours, 9:00 a.m. – 12:00 p.m. and 1:00 p.m. - 4:00 p.m., Monday through Friday.

This joint meeting with Modoc County Board of Supervisors and Klamath County, Oregon, Board of Commissioners for a tour of the Klamath Reclamation Project, will start at the Klamath Water

Users Association (KWUA) Office, 2312 South 6th Street, Klamath Falls OR 97601.

The public is invited to join the Board for the meeting/tour with seating on the

Charter Bus for the public to be handled on a first-come, first-served basis.

Due to the rural locations of the tour stops, we advise members of the public who wish to attend to join at 9:00a.m. at Klamath Water Users Association (2312 South 6th Street, Klamath Falls, Oregon 97601), or 11:15a.m. (approximately) during lunch at Liskey Farms (4000 Lower Klamath Lake Road, Klamath Falls, Oregon, 97603)

A.            County Administration - Three County (Siskiyou and Modoc, CA and Klamath, OR) Tour of the Klamath Reclamation Project – A charter bus will depart the Klamath Water Users Association (KWUA) Office at approximately 9:15 am, stopping at the following locations at the approximate times listed:

Stop 1 (9:30 am): A Canal Headworks/Link River Estates

Stop 2 (10:30 am): Klamath Drainage District/Lower Klamath Refuges

(Please note that the meeting/tour will recess for lunch as listed below)

Stop 3 (11:15 am): Liskey Farms (4000 Lower Klamath Lake Road, Klamath Falls, Oregon, 97603 (Lunch))

Stop 4 (12:45 pm): Pumping Plant D/Tulelake Refuges

Stop 5 (1:15 pm): Copic Bay/Petroglyphs
