The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Adopt Resolution declaring certain County-owned real property identified as APN 038-210-010 as surplus to the needs of the County in order to facilitate the disposal of that property located off of Hwy A-12, 99-97 cutoff east of Grenada California.

B.            County Administration

Approve amendment to Master Service Agreement with AccuSourceHR, Inc., providing certain Human Relations services, deleting and replacing Exhibit B - Scope of Services and Fee Schedule with Attachment B - Scope of Services and Fee Schedule, retroactive to February 1, 2024.

C.           County Administration

Approve donation of surplus 1991 Clark Mobile Cook Trailer, Asset Number 911839-5166 to the Siskiyou County Sheriff's Posse to aid in their volunteer support of Sheriff Department activities.

D.           County Administration - Natural Resources

Ratify letter to the State Water Resources Control Board providing comments regarding potential extension of the current emergency regulations in the Scott Valley and Shasta Valley Watersheds.

E.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List with regard to Information Technology and General Services-Sanitation, update Transportation Commission Executive Director classification, and approve new classification of Heavy Equipment Operator, effective December 8, 2024.

F.            County Clerk

Appoint in-lieu of election to the Tulelake Multi-County Fire Protection District Jeffery Boyd, Thomas Frey and John Prosser for full terms, December 6, 2024 through December 1, 2028 and Ryan Baley for a short-term December 6, 2024 through December 4, 2026.

G.           County Counsel

Approve addendum to professional services retention agreement with Swanson Law Office, increasing compensation by $40,000 to a total not to exceed $80,000, deleting and replacing Exhibit B, Services to be Performed and extending the term through December 31, 2025.

H.           County Library

Approve acceptance of a donation in the amount of $1,000 from the Yreka Friends of the Library to be used for monthly monitoring of the fire alarm system at the Yreka Library.

I.              County Library

Approve request to ratify application and accept Zip Book Project award from the California State Library, in the amount of $23,877 and ratify Department Head's signature on the associated FY 24/25 agreement.

J.             County Library

Approve acceptance of one gift certificate, in the amount of $200, from The Library Store to be used towards future Library purchases.

K.            Facilities Management

Approve contract with Ray-Mac Mechanical, Inc. to provide upgrades to the Heating, Ventilation and Air Conditioning (HVAC) system located at 818 South Main Street, Yreka, California, in an amount not to exceed $476,870.32 with work to be completed by December 3, 2025.

L.            General Services - Sanitation

Approve contract with Edgar & Associates, Inc. to conduct a Feasibility Study for Organic Waste Management to comply with SB 1383, in an amount not to exceed $157,705, for the term December 1, 2024 through November 30, 2025.

M.           Health and Human Services - Behavioral Health Division

Approve FY 24/25 Memorandum of Understanding with Siskiyou County Sheriff to provide substance use prevention services to students enrolled in Siskiyou County traditional and non-traditional elementary and middle schools, in an amount not to exceed $70,000.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Applied Survey Research, a nonprofit 501 (c)(3) providing certain evaluation, training and reporting services, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $50,050 to a total not to exceed $95,050 and extending the term through June 30, 2025.

O.           Health and Human Services - Social Services Division

Approve addendum to contact with Solutions West, Inc. providing certain Medi-Cal renewal services, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $150,000 to a total not to exceed $764,103 and extending the term through June 30, 2025.

P.            Public Defender

Approve amendment to agreement with the Board of State and Community Corrections for the Public Defense Pilot Program Grant, increasing the compensation by $52,027 for a total not to exceed $164,159.09 and extending the term through December 31, 2026.

Q.           Sheriff

Approve contract with Catherine Nicka, MD to provide autopsy, pathology and reporting services at the rates identified in the contract, for the term July 1, 2024 through June 30, 2027.

R.           Sheriff

Approve addendum to contract with A&P Helicopters, Inc. to provide certain aerial flight services, deleting and replacing Exhibit A, Scope of Services - 2024 Rate Sheet, with a term ending May 17, 2025.

S.            Siskiyou County Local Transportation Commission

Approve Joint Powers Agreement creating the Siskiyou Transportation Agency between the County, the cities of Dorris, Dunsmuir, Etna, Montague, Mt. Shasta, Tulelake, Weed and Yreka, the Town of Fort Jones and Siskiyou County Local Transportation Commission.
