The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve Memorandum of Understanding between the County, City of Mt. Shasta, Great Northern Services and Jefferson Economic Development Institute for the Community Development Block Grant Mt. Shasta 2024 Economic Development Program management and implementation services.

B.            Community Development

Approve Memorandum of Understanding between the County, the Cities of Dorris, Dunsmuir, Etna, Fort Jones, Montague, Mt. Shasta, Tulelake, Weed and Yreka and Great Northern Services for the Community Development Block Grant Siskiyou County Protein and Produce Program management and implementation services.

C.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Innovatel Telepsychiatry, LLC to provide certain telepsychiatry treatment and consulting services, increasing compensation by $87,805 to a total not to exceed $291,800 and extending the term through January 31, 2024.

D.           Health and Human Services - Behavioral Health Division

Approve agreement with Northstate Nursing, Inc. to provide administrative and direct program services to County's Medi-Cal clients, in an amount not to exceed $673,920 for the term July 1, 2024 through June 30, 2026.

E.            Health and Human Services - Behavioral Health Division

Approve FY 24/25 agreement with North American Mental Health Services, a Corporation to provide certain telepsychiatry services, at the rates identified in the agreement.

F.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Yreka Union High School District for certain Prevention, Outreach and Access & Linkage services for at risk populations, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $150,000 to a total not to exceed $300,000 and extending the term through June 30, 2025.

G.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Aurora Behavioral Healthcare - Santa Rosa, LLC dba Santa Rosa Behavioral Healthcare Hospital, deleting and replacing Exhibit A, Scope of Services, adding Exhibit A.1 and extending the term through June 30, 2025.

H.           Health and Human Services - Public Health Division

Approve FY 24/25 Memorandum of Understanding and Data Sharing agreement between Health and Human Services' Social Services and Public Health Divisions for the CalWORKs Home Visiting Program sub-award and sub-recipient agreement, in an amount not to exceed $146,340.

I.              Health and Human Services - Social Services Division

Approve addendum to Memorandum of Understanding between Siskiyou County Health and Human Services Agency and Siskiyou County District Attorney, deleting and replacing Exhibit A, Scope of Work.

J.             Health and Human Services - Social Services Division

Adopt Resolution authorizing an application for, and acceptance of, the county allocation award under Transitional Age Youth (TAY) Programs, the Transitional Housing Program (THP) and Housing Navigation and Maintenance Program, for allocation awards in the amounts of $53,301 and $10,809 as detailed in the agenda worksheet.

K.            Public Defender

Approve addendum to contract with Karpel Solutions for use of DefenderbyKarpel software, increasing compensation by $7,800 to a total not to exceed $59,150.

L.            Public Works

Approve interagency agreement for Road Maintenance services with the Town of Fort Jones as detailed in the agreement for the term October 7, 2024 through October 8, 2029.

M.           Public Works

Approve interagency agreement for Road Maintenance services with the City of Yreka as detailed in the agreement for the term October 9, 2024 through October 8, 2029.

N.           Sheriff

Approve contract with James N. Olson, MD to provide pathology and autopsy services, at the rates identified in the contract, for the term November 12, 2024 through June 30, 2029.
