The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to the Siskiyou County Superior Court providing Board of Supervisors' response to the 2023-2024 Civil Grand Jury Report for the topic "Jail Overcrowding the County has an Option".

B.            County Administration

Approve contract with George Hills Company, Inc. to provide subrogation services at the rates specified in Exhibit A, for the term October 15, 2024 through June 30, 2026.

C.           Facilities Management - Maintenance

Approve contract with Ray-Mac Mechanical, Inc. to provide upgrades to the Heating Ventilation and Air Conditioning (HVAC) system located at County Administration Building, 1312 Fairlane Road, Yreka, CA, in an amount not to exceed $286,516.23, with work to be completed by October 15, 2025.

D.           Facilities Management - Maintenance

Approve contract with Ray-Mac Mechanical, Inc. to provide upgrades to the Heating Ventilation and Air Conditioning (HVAC) system for the Siskiyou County Government Center IT Room, 311 Fourth Street, Yreka, CA, in an amount not to exceed $55,467.55, with work to be completed by October 15, 2025.

E.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Siskiyou Union High School District to provide certain Prevention and Early Intervention services, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $150,000 to a total not to exceed $300,000 and extending the term through June 30, 2025. (Continued from October 1, 2024)

F.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Quartz Valley Indian Reservation to provide certain Prevention, Outreach and Access & Linkage services to at-risk populations, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $50,000 to a total not to exceed $100,000 and extending the term through June 30, 2025. (Continued from October 1, 2024)

G.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Etna Police Activities League to provide certain Prevention services to at-risk populations, deleting and replacing Exhibit A, Scope of Services, increasing compensation by $30,215 to a total not to exceed $60,430 and extending the term through June 30, 2025. (Continued from October 1, 2024)

H.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Michaele Brown, MSW, LCSW to provide services specified in Exhibit A, increasing compensation for FY 23/24 and FY 24/25 as detailed in the addendum, for a total not to exceed $118,000. (Continued from October 1, 2024)

I.              Health and Human Services - Public Health Division

Approve first amendment to funding implementation project grant agreement with County Medical Services Program Governing Board for the Local Indigent Care Needs Grant Program, amending Sections 12 and 13 as detailed in the amendment and extending the term to June 30, 2026. J.             Health and Human Services - Social Services Division

Approve lease agreement with Jefferson Resource Properties, LLC for property located at 746 and 750 South Main Street, Yreka CA, at the monthly rent as detailed in Exhibits A and A-1, for the term October 1, 2024 through September 30, 2029. (Continued from October 1, 2024)

Approve request to ratify application to the National Rifle Association (NRA) Foundation 2025 State Funds Grant, in the amount of $8,268 for purchase of Special Response Team training supplies and equipment.
