The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve FY 24/25 agreement with California Department of Food and Agriculture for provision of Nursery Inspection services, in a total not to exceed $61,571.

B.            Assessor - Recorder

Approve FY 24/25 agreement with Megabyte Systems, Inc. for MPTS Property Tax System services, in an amount not to exceed $202,007.31.

C.           Community Development

Adopt Resolution approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2023 and/or 2024 funding year of the State Community Development Block Grant (CDBG), in an amount not to exceed $300,000 for the Siskiyou County Protein and Produce Program.

D.           Community Development

Approve subrecipient agreement with Great Northern Services to implement the Siskiyou County Protein & Produce Program, in an not to exceed $288,000 from a potential award of Community Development Block Grant funding, term beginning December 1, 2024.

E.            County Administration

Approve addendum to contract with CKM Environmental, Chelsea Murphy, providing project management services related to Lower Klamath Dam removal efforts, increasing compensation by $100,000 to a total not to exceed $250,000.

F.            County Administration

Adopt Resolution authorizing the transfer of Siskiyou County's Rule 20A credits to the City of Etna, in an allocation amount of $100,000.

G.           County Administration

Approve request to ratify Memorandum of Understanding between Department of Interior, Bureau of Land Management and County of Siskiyou as a Cooperating Agency for Revision of the Resource Management Plan and Preparation of Environmental Impact Statement for the Cascade-Siskiyou National Monument.

H.           County Administration

Approve request to ratify contract with Kimple Consulting/Kevin Kimple to provide certain Private Investigator services at the rates specified in Exhibit A, for a term ending June 30, 2027.

I.              County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List, and approve new classifications specifications re Behavioral Health Division and Information Technology, effective August 18, 2024.

J.             County Counsel

Approve addendum to professional services agreement with Spinelli, Donald & Nott for the Chang litigation, increasing compensation by $75,000 to a total not to exceed $335,000 and substituting a new Exhibit A - Rates for rates effective May 1, 2024.

K.            County Library

Ratify request to apply for Zip Books Program grant from the California State Library, in the amount of $25,000 for Fiscal Year 24/25.

L.            Facilities Management - Communications

Approve contract with Day Wireless Systems, Inc. for emergency repairs to County fire repeaters replacing UHF link to connect communication to CALFIRE Dispatch and the repeaters, in an amount not to exceed $118,312.38, effective August 6, 2024 with completion time of 180 calendar days from equipment receipt.

M.           General Services - Sanitation

Approve addendum to contract with Yreka Transfer, LLC, providing metal and cardboard recycling at Black Butte and Oberlin Transfer Stations, deleting and replacing Exhibit A - Scope of Services and extending the term through December 31, 2024.

N.           General Services - Sanitation

Approve addendum to contract with M. Peters, Inc. providing services at the Black Butte Transfer Station, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $300,000 to a total not to exceed $850,000 and extending the term through December 31, 2024.

O.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Marin General Hospital Corporation dba MarinHealth and MarinHealth Medical Center to provide 24-hour inpatient psychiatric services, deleting and replacing Exhibit A and adding Exhibit A.1 - Scope of Services.

P.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Gary Ernst providing fiscal consulting services identified in the contract, deleting and replacing Exhibit A - Scope of Services, increasing compensation by $49,441 to a total not to exceed $88,441 and extending the term through June 30, 2025.

Q.           Health and Human Services - Behavioral Health Division

Approve participation agreement with California Mental Health Services Authority for the Inter-Member Transfers (aka Presumptive Transfer) at the rates identified in the agreement, for the term July 1, 2023 to June 30, 2025.

R.           Health and Human Services - Behavioral Health Division

Approve Memorandum of Understanding with Partnership HealthPlan of California for monitoring Medi-Cal Managed Care Plans (MCPs), Mental Health Plans (MHPs), and Drug Medi-Cal Organized Delivery System (DMC-ODS) for a term effective as of the last date of signature.

S.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Restpadd Health Corporation, Red Bluff CA, providing certain therapeutic and rehabilitation services, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

T.            Health and Human Services - Public Health Division

Approve lease agreement with Rizzo Real Estate, Inc. for use of property located at 700 South Main Street, Suite 1, Yreka CA, in an amount not to exceed $61,200 for the term October 1, 2024, through September 30, 2027.

U.           Health and Human Services - Social Services Division

Approve FY 24/25 contract with Kevin Kimple to provide certain civil rights violation investigative services at the rates specified in Exhibit A.

V.            Health and Human Services - Social Services Division

Approve FY 24/25 contract with Siskiyou Child Care Council to provide STAGE 1 child care services for currently aided CalWORKs families, at the services and rates specified in Exhibit A.

W.          Public Defender

Approve contract with Language Line Services, Inc. to provide certain interpreting services at the rates specified in the Statement of Work, for the term July 1, 2024 through June 30, 2029.

X.            Public Defender

Approve agreement with LexisNexis Risk Solutions, Inc., to provide certain investigation services at the rates identified in Schedule A, for the term June 1, 2024 through July 31, 2027.

Y.            Public Works

Approve Local Transportation Fund Claim FY 2024/2025, in the total amount of $1,104,310: Public Transit - $538,258; Streets and Roads - $566,052.

Z.            Public Works

Approve contract with Lakin Tire West, LLC to transport and legally dispose of all scrap tires placed in trailer located at the County's Central Public Works Yard, at the rates identified in Exhibit A, for the term August 6, 2024 through June 30, 2027.

AA.        Treasurer - Tax Collector

Approve Addendum to Contract With Print N Mail, Inc., to print and mail the secured property tax bills for Fiscal Years 2024-2025, 2025-2026, and 2026-2027. This addendum will extend the term through June 30, 2027, and increase the contract amount by $75,000 ($25,000/year), for a total not to exceed of $141,000 for the contract.

BB.        Transfer of Funds

1.         Fuel Services - $13,020. Requires 4/5 Vote.

2.         Janitorial - $75,000. Requires 4/5 Vote.

3.         Public Health -  $138,968. Requires 4/5 Vote.

Discussion, direction and possible action re request of Supervisor Ogren that a motion to reconsider the addendum to the Emergency Command Support contract, which was previously not approved on July 2, 2024, be made by a Board member who previously voted "no" and is eligible to make the motion for the addendum to contract with Emergency Command Support, Inc. to provide certain shower and laundry services, increasing the contract by $114,800 to a total not to exceed $224,000 and extending the term through January 31, 2025.

B.            Health and Human Services - Social Services Division

Discussion, direction and possible action re reconsideration of addendum to contract with Emergency Command Support, Inc. to provide certain shower and laundry services, increasing the contract by $114,800 to a total not to exceed $224,000 and extending the term through January 31, 2025 that was previously not approved on July 2, 2024. (Contingent upon the success of a motion for reconsideration in the Agenda Item above.)

C.           Community Development

Discussion, direction and possible action re review of the County's Williamson Act/Agricultural Preserve Program and possible revision of the Rules for Establishment and Administration of Agricultural Preserves and Williamson Act Contracts.

Discussion, direction and possible action re request to award bid for Head Fire structural debris removal services to SW Maintenance Corporation, in an amount not to exceed $586,550.

Discussion, direction and possible action re Resolution from the Shasta Valley Cemetery District requesting a reduction in the number of the District’s Board Trustees from five members to three members, including setting a public hearing to consider the request.

F.            County Clerk

Discussion, direction and possible action re request to reschedule or cancel the November 5, 2024 Board of Supervisors meeting due to the 2024 Presidential General Election, to allow for staff to be available to the Clerk’s Office for office coverage and assisting voters.
