The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve contract with VESTRA Resources, Inc., to oversee the Williams Pit Reclamation CEQA Amendment, in an amount not to exceed $52,178.25 for the term April 1, 2024 through March 31, 2025; and approve funding agreement for environmental review costs with Southern Oregon Ready Mix, LLC in the amount of $52,178.25.

B.            County Administration

Approve request to ratify letter to Bureau of Land Management (BLM), Medford District, providing comments on the Cascade-Siskiyou National Monument Draft Resource Management Plan and Environmental Impact Statement.

C.           County Administration

Approve request to ratify letter to the California Department of Fish and Wildlife providing comments on the Black Bear Conservation Plan for California.

D.           County Administration

Approve Memorandum of Understanding with Siskiyou County Economic Development Council to provide economic development services, in an amount not to exceed $650,000 for the term July 1, 2024 through June 30, 2029.

E.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County salary schedule and position allocation list, re positions in the Probation and Public Health Departments, effective July 7, 2024.

F.            County Library

Approve addendum to contract Debra Davis to provide Literacy Coordinator services for the Library's Literacy Program, increasing the contract by $115,200 to a total not to exceed $213,200 and extending the term through June 30, 2028.

G.           County Library

Approve addendum to contract with ByWater Solutions for the library circulation system, increasing the contract by $47,739 to a total not to exceed $139,089 and extending the term through June 30, 2027.

H.           County Library

Approve addendum to contract with First 5 Children & Families Commission increasing the contract by $72,800 to a total not to exceed $163,800 and extending the term through June 30, 2028.

I.              General Services - Sanitation

Approve addendum to contract with City of Tulelake for operation of the Tulelake Solid Water/Recycling Facility amending compensation each fiscal year as detailed in the addendum for a total not to exceed $667,896.74 and extending the term through June 30, 2029.

J.             General Services - Sanitation

Approve addendum to contract with George Chambers for operation of the Happy Camp Transfer Station, increasing the contract by $126,813.91 to a total not to exceed $2,629,658.10 and extending the term through June 30, 2025.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with The Sail House, Inc. for provision of certain room and board services, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

L.            Health and Human Services - Social Services Division

Approve contract with Redwood Toxicology Laboratory, Inc., to provide substance abuse testing services, in an amount not to exceed $270,000 for the term July 1, 2024 through June 30, 2026.

M.           Health and Human Services - Social Services Division

Approve Memorandum of Understanding (MOU) with First 5 Siskiyou Children and Families Commission, to distribute funds and monitor activities of the Siskiyou County Child Abuse Prevention Council, with compensation as detailed in the MOU for the term July 1, 2024 through June 30, 2027.

N.           Health and Human Services - Social Services Division

Approve addendum to contract with Emergency Command Support, Inc. to provide certain shower and laundry services, increasing the contract by $114,800 to a total not to exceed $224,000 and extending the term through January 31, 2025.

O.           Health and Human Services - Social Services Division

Approve addendum to contract with Solutions West, Inc., to provide assistance with data entry and case follow-up activities, deleting and replacing Exhibit A, Scope of Services, increasing the contract by $100,000 to a total not to exceed $614,103 and extending the term through December 31, 2024.

P.            Sheriff

Approve request to ratify application for 2025 Community Project Funding Grant through California's 1st Congressional District and US Congress, in the amount of $1,192,322 for various projects detailed in the application to enhance Forensic Department capabilities, protective supplies and equipment.
