The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve agreement between Avenu Insights & Analytics LLC to provide the County with Remote Database Administration Services for the term of July 1, 2024 through December 31, 2027 in an amount not to exceed $79,800.00.

B.            County Administration

Adopt Resolution establishing a policy for negotiation of Tax Sharing Agreements made pursuant to Revenue and Taxation Code Section 99 for city annexations or detachments.

C.           County Administration

Approve addendum to contract with North State Security deleting and replacing Exhibit A - Scope of Services and extending the term through June 30, 2027 with two one-year automatic renewals and authorize the County Administrator, or her designee to modify security coverage as needed.

D.           County Administration

Approve request to ratify letter to Governor Newsom urging the rescission of Executive Order N-5-23 and all other Executive Orders associated with the Klamath River related to drought.

E.            County Administration

Approve letter to Bureau of Land Management Medford District providing comments on the Cascade-Siskiyou National Monument Resource Management Plan/Environmental Impact Statement.

F.            County Counsel

Approve addendum to professional services agreement with Matheny, Sears, Linkert, Jaime, LLP (Chang litigation) increasing compensation by $35,000 to a total not to exceed $145,000.

G.           County Counsel

Approve addendum to professional services agreement with Spinelli, Donald & Nott (Chang litigation) increasing compensation by $50,000 to a total not to exceed $260,000.

H.           County Counsel

Approve addendum to contract with Nossaman LLP (Klamath Basin legislation, litigation and administrative proceedings), increasing the contract by $5,000 to a total not to exceed $719,750.

I.              District Attorney

Approve addendum to contract with Karpel Solutions Inc. for case management software, increasing rates and compensation as identified in the addendum and extending the term to June 30, 2027.

J.             General County Fire

Approve FY 24/25 Fire Protection Reimbursement Agreement with California Department of Forestry and Fire Protection (CAL FIRE) for services outlined in the agreement at the Hornbrook Station and Yreka Interagency Command Center, in an amount not to exceed $751,929.

K.            General Services - Communications

Approve Site License Agreement with Shasta Cascade Timberlands LLC for a repeater located on Soda Ridge, to provide increased radio coverage for the County at the annual payments detailed in the agreement, for an initial one-year term commencing July 1, 2024 and renewing for four additional automatic five-year terms.

L.            General Services - Communications

Approve donation of one surplus radio to the Tulelake Police Department.

M.           General Services - Sanitation

Approve addendum to contract with Yreka Transfer LLC for refuse hauling services from the Tulelake and Happy Camp Transfer Stations, deleting and replacing Exhibit A - Specific Services and extending the term through June 30, 2025.

N.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with The Sail House, Inc. for provision of certain room and board services, deleting and replacing Exhibit A - Scope of Services as detailed in the addendum.

O.           Health and Human Services - Behavioral Health Division

Approve agreement with California Mental Health Services Authority for participation in the Medi-Cal Peer Support Specialist Certification Program that supports counties in implementing the optional Medi-Cal Peer Support benefit in accordance with Department of Health Care Services Behavioral Health Information Notice 21-041, for a one-year term effective on the date of final signatures by both parties.

P.            Health and Human Services - Behavioral Health Division

Approve assignment of contract between Imagine Medical Group, PC and Innovatel Telepsychiatry, LLC, entered into as of May 7, 2024 and authorize the Chair to sign.

Q.           Health and Human Services - Behavioral Health Division

Approve Modification #4 to subcontract agreement with Advocates For Human Potential, Inc., revising Statement of Work and Payment Schedule as specified in the document and increasing the subcontract by $250,000 to a total not to exceed $1,610,266.

R.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Michaele Brown, MSW, LCSW increasing FY 23/24 and FY 24/25 annual amount to $39,000 each fiscal year, for a total contract amount not to exceed $110,000.

S.            Health and Human Services - Behavioral Health Division

Approve Enforceable Funding Commitment letter to Danco Communities for the Danco Mount Shasta Project - Mountain Townhomes Affordable/Permanent Supportive Housing Development project.

T.            Health and Human Services - Behavioral Health Division

Approve Participation Agreement Amendment #4 with California Mental Health Services Authority for Behavioral Health Quality Improvement Program for modifications specified in the Amendment with regard to existing agreement's Exhibit B - V. Fiscal Provisions.

U.           Health and Human Services - Public Health Division

Approve contract with Dr. William E. Lofthouse to provide psychiatric services as needed at the Siskiyou County Jail, at the rates specified in Exhibit A, for the term July 1, 2024 through June 30, 2027.

V.            Health and Human Services - Social Services Division

Approve FY 24/25 contract with SolutionsWest, Inc. to complete a training assessment and development of training videos, in an amount not to exceed $62,236.

W.          Health and Human Services - Social Services Division

Approve contract with J. Reid McKellar, Ph.D. to provide psychological services for Child Welfare and Behavioral Health Services, at the rates specified in Exhibit A, for the term July 1, 2024 through June 30, 2026.

X.            Health and Human Services - Social Services Division

Approve FY 24/25 contract with Exemplar Human Services, LLC to provide certain reporting services in the Human Services arena, in an amount not to exceed $133,500.

Y.            Health and Human Services - Social Services Division

Approve contract with Christine Wright dba Wright Education Services to provide counseling services to individuals and families associated with Juvenile Court dependency proceedings, at the rates specified in Exhibit A, for the term July 1, 2024 through June 30, 2026.

Z.            Office of Emergency Services

Authorize acceptance of Fiscal Year 2023 Listos California CERT Support Grant (LC) Program grant award in the amount of $20,786 from the California Governor's Office of Emergency Services, for the subaward performance period June 1, 2024 through December 31, 2025.

AA.        Probation

Approve FY 24/25 agreement for placement of juveniles with County of Tehama, at the rates identified in the agreement in an amount not to exceed $100,000.

BB.        Sheriff

Approve request to ratify creation of a new discretionary account for the Sheriff's Office supporting Evidence and Property expenses funded by commission sales from the PropertyRoom.com agreement and authorize the Sheriff and Auditor to adjust original agreement signature page as needed.

CC.        Treasurer - Tax Collector

Approve the Siskiyou County Treasury Investment Policy as presented.

DD.        Dunsmuir Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Dunsmuir Recreation and Parks District in the amount of $90,000, which loan shall be repaid to the County on or before April 10, 2025.

EE.        Weed Recreation and Parks District

Adopt Resolution directing the County Treasurer to temporarily loan funds to the Weed Recreation and Parks District in the amount of $100,000, which loan shall be repaid to the County on or before April 10, 2025.
