The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Ratify letter to Senator Brian Dahle expressing support for Senate Bill (SB) 1009, as introduced, Dahle - Mount Shasta Fish Hatchery: Lease.

B.            County Administration

Approve two letters from Siskiyou County and Modoc County, California, and Klamath County, Oregon, to the Bureau of Reclamation, US Fish and Wildlife Service and Congressmen LaMalfa and Bentz seeking assistance in resolving challenges and accomplishing opportunities resulting on the Klamath Project.

C.           County Administration/Risk Management

Approve addendum to contract with The Firm of Liebert Cassidy Whitmore, amending Contract Paragraph 3 - Legal Fees as specified in the addendum and extending the term through June 30, 2025.

D.           General County Fire

Adopt Resolution approving the filing of an application for California Climate Investments Wildfire Prevention Grants Program for the Osgood Fuel Reduction Project, in the amount of $460,144 for the term June 1, 2024 through March 15, 2026.

E.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with BHC Heritage Oaks Hospital, Inc., deleting and replacing Exhibit A - Scope of Services to remove cost report settlement language and adding Exhibit A.1 as detailed in the addendum.

F.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with BHC Sierra Vista Hospital, Inc., deleting and replacing Exhibit A - Scope of Services to remove cost report settlement language and adding Exhibit A.1 as detailed in the addendum.

G.           Health and Human Services - Public Health Division

Approve addendum to contract with Adele James Consulting, Inc. to provide services related to Health Equity Plan implementation, deleting and replacing Exhibit A - Scope of Services.

H.           Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the California Home Visiting Program (CHVP), State General Fund (SGF) Evidence Based Home Visiting (EBHV) for State Fiscal Year (SFY) 2024-2025, for County of Siskiyou, allocation in the amount of $429,697 for the period July 1, 2024 through June 30, 2025.

I.              Health and Human Services - Social Services Division

Approve grant application and funding agreement with the City of Redding for Homeless Housing, Assistance and Prevention Program, Round 3, in an amount not to exceed $225,709.53, with work to be completed no later than December 31, 2025.

J.             Probation

Approve Memorandum of Understanding (MOU) with Butte County Probation Department for placement of juvenile court wards at the Butte County Juvenile Hall, at the rates specified in the MOU, for the term April 1, 2024 through June 30, 2027.

K.            PSA 2 Area Agency on Aging

Adopt Proclamation proclaiming May 2024 to be Older Americans Month in Siskiyou County.

L.            Sheriff

Approve addendum to Sun Ridge Systems Inc. software and services agreement, amending language in Section 1 of the agreement as detailed and increasing compensation by $17,900 to a total amount not to exceed $659,061.

M.           Sheriff

Approve addendum to Memorandum of Understanding & Agreement to provide law enforcement services with City of Dunsmuir, amending certain language as detailed in the document, increasing compensation by $416,000 to a total not to exceed $2,080,000 and extending the term through June 30, 2024.

N.           Siskiyou County Arts Council

Adopt Resolution designating the Siskiyou County Arts Council as the County Arts Agency for Siskiyou County for October 1, 2024 through September 30, 2025.

Presentation re Groundwater Permitting Decision Support Tool addressing production well permitting parameters to address Governor's Order N-7-22/N-3-23, Public Trust Doctrine consideration and Groundwater Sustainability Plan consistency.

Public hearing to consider two Resolutions, one approving an amendment to four existing Agricultural Preserves and one approving the rescission and reentry of existing Williamson Act Contracts under Application APA-23-05 for the Nielsen Agricultural Preserve Amendment and Williamson Act Rescission and Re-entry Project (APA-23-05), for property located in Gazelle CA. It is anticipated that this item will be continued to June 18, 2024 at staff's request.

Public hearing for the first reading of an Ordinance reclassifying land in the unincorporated community of Grenada from Town Center (C-C) to Light Industrial (M-M) on APN: 038-448-021; Township 44 North, Range 6 West, Section 22, MDB&M for the Grenada Properties Zone Change (Z-23-4-04) and Tentative Parcel Map (TPM-23-03).
