The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve County of Siskiyou Contracting & Procurement Procedures as amended, effective May 7, 2024.

B.            County Administration

Approve letter to Senate Judiciary Committee expressing support for Senate Bill (SB) 1124 (Menjivar) - Veteran Benefits Protection Act.

C.           County Administration

Approve request to ratify letter to Assembly Business & Professions Committee Chair, expressing opposition to Assembly Bill (AB) 2265 (McCarty) - Animals, Spaying, Neutering, Euthanasia.

D.           County Administration

Approve addendum to contract with Shasta Valley Resource Conservation District for the Scott McKinley Fuel Reduction Project, deleting and replacing Exhibit B - Terms of Project Funding, increasing the compensation by $4,317,427 to a total not to exceed $4,817,427 and extending the term through March 31, 2025.

E.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List and approve new classifications specifications related to Facilities Management, effective May 12, 2024.

F.            County Clerk

Approve application for Destruction of Records for various documents in the County Clerk's Office.

G.           District Attorney

Approve Master Agreement with Kelley Create, Inc. for lease of a Xerox CPO Altalink C8030 copier, at the monthly base rent in the amount of $125 plus tax, for a 60 month term effective May, 2024 and including addendum to Master Agreement concerning the provision of Workers Compensation insurance.

H.           Health and Human Services - Behavioral Health Division

Approve amendment to agreement with California Department of Health Care Services for Managed Care services, replacing Exhibit A, Exhibit A - Attachments 1-15, Exhibit B, Exhibit E, Exhibit E - Attachments 1 and 2 with revised Exhibits included and detailed in Amendment A1.

I.              Health and Human Services - Behavioral Health Division

Approve agreement with California Mental Health Services Authority for the Medi-Cal Peer Support Specialist Certification Program that supports counties in implementing the optional Medi-Cal Peer Support benefit in accordance with Department of Health Care Services (“DHCS”) Behavioral Health Information Notice 21-041, for a one-year term effective upon the date of the final signature.

J.             Health and Human Services - Behavioral Health Division

Approve contract with BHC Alhambra Hospital, dba Reasons Eating Disorder Center, for a term April 1, 2024 through June 30, 2026, at the rates identified in Exhibit B - Compensation.

K.            Health and Human Services - Behavioral Health Division

Adopt Resolution proclaiming May 2024 as Mental Health Awareness Month in Siskiyou County.

L.            Health and Human Services - Public Health Division

Approve Master Service Agreement with Language Line Services, Inc., to provide qualified and trained interpreter and written translation services, at the rates identified in the agreement, for the term March 1, 2024 through February 28, 2029.

M.           Natural Resources

Authorize submittal of the Groundwater Sustainability Plan Annual Report Water Year 2023 for the Tule Lake Groundwater Subbasin to the California Department of Water Resources.

N.           Probation Department

Approve addendum to contract with Noble Software Group, LLC, increasing the contract by $43,305.70 to a total not to exceed $104,724.55 and extending the term through June 30, 2029.

O.           Probation Department

Approve FY 24/25 contract with Dr. Kitt Murrison, Ph.D. to provide psychological evaluations/assessments for candidates seeking employment, at the rates identified in Exhibit A.

P.            Probation Department

Approve agreement with County of El Dorado for placement of juvenile court wards at the El Dorado County Juvenile Detention Facility, at the rates identified in the agreement, for the term April 1, 2024 through June 30, 2027.

Q.           Probation Department

Approve addendum to contract with The Machine Cleaning, LLC deleting and replacing Exhibit A - Scope of Services, increasing compensation by $12,411 to a total not to exceed $82,851 and extending the term through June 30, 2025.

R.           Public Works

Adopt Resolution certifying maintained mileage within the County of Siskiyou as 1,353.646 miles as of May 7, 2024.

Approve Notice of Completion of the Big Springs Road Rehabilitation Project, County Contract No. 20-06.

Approve addendum to contract with Lawrence & Associates, Inc., deleting and replacing Exhibit A - Scope of Services, increasing compensation by $106,592 to a total not to exceed $311,512 and extending the term through December 31, 2024.

Approve Master Agreement with Kelley Create for lease of two Xerox AltaLink C8155 H2 network printers/copiers/fax machines, in an amount not to exceed $47,800.25 for lease, copies and tax for a 60 month term effective May, 2024.
