The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve addendum to contract with Smith & Newell CPAs to provide auditing services, increasing the contract by $114,546 to a total not to exceed $276,617 and extending the term through June 30, 2025.

B.            County Administration

Adopt Resolution granting authorization for Departments to charge new hire employee physicals to County issued Cal-Cards as a form of payment for pre-employment medical background screening.

C.           County Administration

Approve request to purchase 17 Holmatro PCT60 Combi-Tool (vehicle extraction tools), in the amount of $252,398.06 and authorize donation of said tools to fire districts from the County surplus inventory.

D.           County Administration

Ratify two letters to Congressman Doug LaMalfa expressing support for Simpson University's request for Aviation Program equipment funding and for their Aviation Degree Program funding.

E.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List and approve corresponding new classification specifications for positions in County service, effective April 14, 2024.

F.            County Administration - Personnel

Adopt Resolution electing to be subject to the Public Employees' Medical and Hospital Care Act at an equal amount for employees and annuitants with respect to a recognized employee organization 016 Attorney Unit, effective May 1, 2024.

G.           County Counsel

Approve addendum to professional services agreement with Matheny, Sears, Linkert, Jaime, LLP for the Chang litigation, increasing compensation by $80,000 to a total not to exceed $110,000.

H.           County Counsel

Approve addendum to professional services agreement with Spinelli, Donald & Nott for the Chang litigation, increasing compensation by $100,000 to a total not to exceed $210,000.

I.              Health and Human Services - Behavioral Health Division

Approve amendment to agreement with California Department of Health Care Services, extending the agreement term through June 30, 2025.

J.             Health and Human Services - Behavioral Health Division

Approve addendum to contract with Sacramento Behavioral Healthcare Hospital, LLC for provision of 24 hour inpatient psychiatric services, deleting and replacing Exhibit A, Scope of Services and adding Exhibit A.1.

K.            Office of Emergency Services

Authorize receipt of FY 2023 Homeland Security Grant, in the amount of $116,808 and authorize the Auditor to create activity code and establish budget.

L.            Probation

Approve contract with Bruce W. Ebert, Ph.D. to provide juvenile psychological evaluations, at the rates specified in Exhibit A, Scope of Services, for the term January 1, 2024 through June 30, 2025.

M.           Sheriff

Approve addendum to contract with Executive Information Services, Inc. for software support services, increasing compensation by $83,361 to a total not to exceed $299,451.27 and extending the term through June 30, 2025.
