The Siskiyou County Board of Supervisors welcomes you to this Special meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker's Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that appears on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. Special meeting comments are limited to those items on the agenda. Government Code Section 54954.3. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. All supporting documentation is available for public review in the office of the Clerk of the Board of Supervisors, located in the Siskiyou County Clerk's Office, 311 Fourth Street, Room 201, Yreka, CA 96097, during regular business hours, 9:00 a.m. – 12:00 p.m. and 1:00 p.m. - 4:00 p.m., Monday through Friday.

A.            County Administration

Discussion and possible direction regarding concerns expressed by the community related to the impacts of dam removal, including but not limited to: impacts to local wells, loss of wildlife, impacts to roads, traffic and communication regarding the Lower Klamath Dam Removal Project.

B.            CKM Environmental

Discussion and possible direction re presentation of an update regarding the Lower Klamath Dam Decommissioning Project, including current/upcoming activities, use of roads and bridges by contractors, County permitting, coordination with the Klamath River Renewal Corporation and communication with the California Department of Fish and Wildlife.

C.           Klamath Water Users Association

Discussion and possible direction to County staff re an update regarding the Klamath Project and legislation being sought to support actions identified in the 2016 Klamath Power and Facilities Agreement.

D.           Klamath River Renewal Corporation

Presentation of an update re Klamath Dam removal activities, coordination with the public and the County, and activities related to river conditions, residential well activities and wildlife issues.

E.            California Department of Fish and Wildlife

Presentation of an update re the Lower Klamath Dams Decommissioning Project, including Parcel B Lands, fish hatchery, assurances for Shasta and Scott water users, and wildlife and fisheries mortality resulting from dam removal.

F.            Office of Emergency Services/Sheriff/CalFire/Copco Lake Fire Department

Discussion and possible direction re emergency response as it relates to Klamath Dam Removal, including emergency response plans, road and traffic safety, public safety, and fire response measures following removal of the Copco and Iron Gate reservoirs.

G.           Public Works - County Road Commissioner

Discussion and possible direction re an update on Copco Road and public safety during the 2024 activities related to the Lower Klamath Dams Decommissioning.

H.           Community Development - Environmental Health Division

Discussion and possible direction re an update on Klamath River conditions, impacts to groundwater wells resulting from dam removal activities and recent Community Development and Environmental Health efforts to collect data related to these issues.

I.              County Administration / Klamath Mitigation Fund

Discussion re the Klamath Mitigation Fund’s (KMF’s) current operations, communication with the public and the structure and protocol of the KMF Program.

J.             Federal Energy Regulatory Commission

Discussion and possible direction to County staff re presentation of an update regarding the Lower Klamath Dam Decommissioning Project, including Federal Energy Regulatory Commission (FERC) monitoring activities or responsibilities.
