The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve Modification of grant or agreement with the Klamath National Forest for treatment of invasive species to reduce the risk of spread to Forest Service land, increasing the compensation by $15,000 to a total not to exceed $60,000 for the term July 1, 2021 through June 30, 2026.

B.            County Administration

Approve letter to Malin Community Service Club expressing support for the 11th Annual Art of Survival Century bicycle event to be held in May, 2024.

C.           County Administration

Adopt Resolution in recognition of the 100th Anniversary of the Order Sons and Daughters of Italy in America Weed Lodge #1269.

D.           County Administration

Ratify two letters to the US Department of Agriculture Rural Development expressing support for the Volcanic Legacy Community Partnership's USDA grant application.

E.            County Administration

Approve letter to the California Public Utilities Commission urging rejection of AT&T's application for relief of Carrier of Last Resort obligations.

F.            County Administration

Ratify letter to US Forest Service, Mt. Shasta Ranger District expressing support for proposed Lava Roads Repair Project.

G.           County Administration

Approve addendum to professional services retention agreement with Liebert Cassidy Whitmore, increasing the agreement by $125,000 to a total not to exceed $575,000.

H.           County Clerk - Registrar of Voters

Appointments in lieu of election to the Republican Central Committee of Dan Dorsey for District 2 representative and Jacklyn Terwilliger for District 4 representative as required by Elections Code §7423.

I.              District Attorney

Adopt Resolutions authorizing the Siskiyou County District Attorney to continue to serve as the Agent and sign agreements and related documents between the County of Siskiyou and the State of California Department of Insurance for operation of the Automobile Insurance Fraud Program and the Workers' Compensation Insurance Fraud Program for Siskiyou County, effective July 1, 2024 through June 30, 2027.

J.             General Services - Airports

Approve request to award contract for the Weed Airport Taxiway and Apron Reconstruction Project - Phase 1 to Meyers Earthwork, Inc. in an amount of $3,945,427, effective March 12, 2024 with completion time 360 calendar days from start date.

K.            General Services - Airports

Approve Airport Ground Lease with John Bainbridge for Hanger #6 at the Weed Airport, at the annual base rent of $782.40, increasing as detailed in the lease agreement, for the term October 1, 2023 through September 30, 2028.

L.            General Services - Airports

Approve Hangar Rental Agreement with Mark Baird for Hanger space 100 at the Siskiyou County Airport, at the monthly base of $322.80, increasing as detailed in the lease agreement, for the  for the term December 15, 2023 through December 14, 2028.

M.           General Services - STAGE

Adopt Resolution authorizing execution of the certifications and assurances and Authorized Agent forms for the 21-22 Low Carbon Transit Operations Program (LCTOP) for the following project(s): STAGE - Bus Stop Enhancement - $112,541, approving and authorizing acceptance of the grant from the Local Transportation Commission, with the County Administrator named Authorized Agent.

N.           Health and Human Services - Behavioral Health Division

Ratify contract with Compassion Pathway Behavioral Health, LLC dba Compassion Valley, LLC to provide certain rehabilitation program services, at the rates identified in Exhibit A, for the term November 1, 2023 through June 30, 2026.

O.           Health and Human Services - Behavioral Health Division

Approve agreement with Remi Vista, Inc., to provide certain specialty mental health services specified in the agreement, in a total amount not to exceed $525,000, for the term July 1, 2023 through June 30, 2026.

P.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Kings View Professional Services, Inc. to provide Electronic Health Record Information System services, deleting and replacing Scope of Services - Exhibits A and B and Attachment 1 and amending the compensation to a total amount not to exceed $626,667.

Q.           Health and Human Services - Behavioral Health Division

Approve FY 23/24 contract with Siskiyou Community Resource Collaborative to provide prevention and outreach services to various community members, at the rates identified in Exhibit A.

R.           Health and Human Services - Behavioral Health Division

Approve agreement with California Mental Health Services Authority to provide services related to Revenue Cycle Management activities, in an amount not to exceed $140,875 for the term July 1, 2023 through March 20, 2029.

S.            Health and Human Services - Behavioral Health Division

Approve contract with Northern Valley Catholic Social Service to provide oversight and facilitate programs at the Six Stones Wellness Center, at the rates identified in Exhibit A, for the term July 1, 2023 through June 30, 2026.

T.            Library

Approve addendum to contract with First 5 Children & Families Commission, increasing the contract by $18,200 to a total not to exceed $91,000 and extending the term through June 30, 2024.

U.           Transfer of Funds

1.         Community Development Department - $34,145. Requires 4/5 Vote.

2.         Fish and Game Commission - $6,000. Requires 4/5 Vote.

3.         Public Health - $243,707. Requires 4/5 Vote.

A.            General Services - Sanitation

Discussion, direction and possible action re request to cancel/terminate emergency declaration related to repairs at the Oberlin Transfer Station pursuant to Public Contract Code (PCC) section 22050.

B.            County Administration

Discussion, direction and possible action re request to create a Joint Powers Agreement (JPA) to establish the Siskiyou Transportation Agency that would include the County, the Siskiyou Local Transportation Commission, and the nine incorporated cities within the County.

C.           County Administration

Discussion, direction and possible action re Resolution declaring emergency and pursuant to Public Contract Code Section 22050(b) delegating authority to the County Administrative Officer or her designee to enter into emergency Public Works contract for the repair, restoration and replacement of the fire damaged Siskiyou County Community Development Division's building and contents thereof located at 806 South Main Street, Yreka, CA and request to ratify contract with Belfor USAS Group, Inc.

Discussion and possible direction re the future of Happy Camp Airport.

Presentation of an update re all Siskiyou County Airport activities since February 20, 2024.
