The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve application to the California Department of Fish and Wildlife Wolf-Livestock Compensation Pilot Program Deterrent Tools grant application, in the amount of $52,424 and approve acceptance of grant once awarded.

Ratify letter to the US Forest Service Region 6 Regional Forester providing comments on the Northwest Forest Plan Amendment #64745.

C.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List for positions in the Behavioral Health Division, 2.0 FTE, effective March 3, 2024.

D.           County Clerk

Approve contract with Coleman Reporters to provide court reporting services for certain hearings held before the Board of Supervisors, at the rates outlined in Exhibit A, for the term July 1, 2023 through June 30, 2025.

Approve request to rescind appointment of Mr. Joe Linus to the Law Library Advisory Board made on February 6, 2024.

F.            County Counsel

Adopt Resolution amending the Indemnification Policy of Siskiyou County for Land Use projects.

Approve two Siskiyou County Backstop Agreements, as they relate to "Distributors" and the "Janssen" settlement, which will allow attorney fees to be paid from National Prescription Opiate Litigation settlement funds.

H.           Health and Human Services - Behavioral Health Division

Approve FY 23/24 contract with Yreka Union High School District to provide Prevention and Early Intervention services for at risk unserved or underserved populations, at the rates identified in Exhibit A.

I.              Health and Human Services - Behavioral Health Division

Approve Amendment No. 2, Master Administration Services Agreement with Partnership Healthplan of California, deleting and replacing Exhibit A-Intergovernmental Agreement and Attachment E - Business Associate Agreement, effective July 1, 2023.

J.             Health and Human Services - Social Services Division

Approve contract with Quadient Leasing USA, Inc. for the lease of mail processing equipment, in an amount not to exceed $95,374.91 for the term October 1, 2024 through January 31, 2023.

Approve Memorandum of Understanding between Siskiyou County Health and Human Services Agency, Social Services Division and Public Health Division with regard to provision of certain services for the Public Guardian, effective November 1, 2023 through June 30, 2025.

L.            Local Child Care Planning Council

Approve Annual Certification Statement regarding composition of Local Child Care Planning Council membership.

M.           Sheriff

Approve addendum to Memorandum of Understanding and agreement to provide law enforcement services with the City of Montague, increasing the compensation by $213,200 to a total not to exceed $1,066,000 and extending the term through June 30, 2024.

N.           Sheriff

Authorize the Sheriff to purchase a new capital asset (replacement vehicle for Detectives), in an amount not to exceed $65,000 using residual funds in the Asset Forfeiture account.
