The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to California Department of Fish and Wildlife expressing opposition to amendment of California Code of Regulations RE: Mammal Hunting.

B.            County Administration

Approve letter to Bicycle Rides Northwest expressing support for the Bicycle Rides Northwest 2024 event to be held in Siskiyou County.

C.           County Administration - Personnel

Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List to delete Library/Museum Director position, 1.0 FTE and create County Librarian position, 1.0 FTE, effective February 6, 2024.

D.           County Counsel

Approve addendum to professional services agreement with Spinelli, Donald & Nott, increasing the compensation by $50,000 to a total not to exceed $110,000 and amending Exhibit A, Schedule of Fees as of 02/01/2024 as identified in the agreement.

E.            General County Fire

Approve request to appoint CalFire Siskiyou Unit Chief Greg Roath to the position of County Fire Warden, effective January 15, 2024.

F.            General Services - Sanitation

Approve amendment to Dump Day Event Agreement with California Department of Transportation, District 2, increasing the compensation by $28,000 to a total not to exceed $68,000 for a term ending June 30, 2024.

G.           Health and Human Services Agency

Authorize Dr. Sarah Collard to vote on behalf of Siskiyou County with regard to the NorCal Continuum of Care Administrative Entity Memorandum of Understanding to create a collaborative and to select the City of Redding as the local municipality to serve as the Administrative Entity.

H.           Health and Human Services - Behavioral Health Division

Approve addendum to contract with Crestwood Behavioral Health, Inc., deleting and replacing Section 3.01 of Exhibit A, Scope of Services, to reflect rates effective July 1, 2024 and to revise certain language.

I.              Health and Human Services - Behavioral Health Division

Approve addendum contract with Redwood Institute of Social Research, LLC, deleting and replacing Exhibit A, Scope of Services and increasing the contract to an amount not to exceed $428,500.

J.             Health and Human Services - Behavioral Health Division

Approve Enforceable Funding Commitment Letter from Siskiyou County Health and Human Services Agency to Danco Communities confirming commitment to allocate funds to the Mountain Townhomes project located in Mount Shasta, CA.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with Aurora Behavioral Healthcare - Santa Rosa, LLC dba Santa Rosa Behavioral Healthcare Hospital, deleting and replacing Exhibit A, Scope of Services, adding Exhibit A.1 and extending the term through June 30, 2024.

L.            Health and Human Services - Behavioral Health Division

Approve Single Data Sharing agreement with California Health and Human Services Agency which establishes the Data Exchange Framework, and approve request to delegate agreement signature authority to the Department Head.

M.           Health and Human Services - Behavioral Health Division

Approve Participation agreement with California Mental Health Services Authority for the Data Archive Solution Program, in the amount of $58,704, for the term January 1, 2024  through December 31, 2026.

N.           Health and Human Services - Behavioral Health Division

Approve Participation agreement with California Mental Health Services Authority for the Interoperability Solution Program, in the amount of $222,948, for the term January 1, 2024  through December 31, 2026.

O.           Health and Human Services - Behavioral Health Division

Approve contract with Sutter Valley Hospitals dba Sutter Center for Psychiatry, to provide acute psychiatric inpatient mental health crisis intervention services, at the rates identified in Exhibit A and A.1, for the term July 1, 2023 through June 30, 2026.

P.            Health and Human Services - Behavioral Health Division

Approve agreement with California Department of Social Services for the Community Care Expansion Preservation Program grant, in a total amount not to exceed $459,808, for term ending June 30, 2029.

Q.           Health and Human Services - Behavioral Health Division

1.         Approve Memorandum of Understanding (MOU)  for County use of State hospital beds with the California Mental Health Services Authority, at the rates identified in the MOU, for the term October 1, 2023 through June 30, 2025.

2.         Approve Participation agreement with the California Mental Health Services Authority for State Hospital Program, in an amount not to exceed $2,804 per annum, for the term July 1, 2023 through June 30, 2025.

R.           Health and Human Services - Public Health Division

Approve addendum to contract with Dr. William E. Lofthouse for the provision of psychiatric oversight services, deleting and replacing Exhibit A, Scope of Services.

S.            Health and Human Services - Social Services Division

Approve contract with Social Change Partners, LLC for services related to preparation and completion of the Child Welfare County Self-Assessment and System Improvement Plan, in an amount not to exceed $85,000 for the term January 1, 2024 through June 30, 2025.

T.            Sheriff

Approve addendum to Memorandum of Understanding and Agreement to provide dispatch and records services with the City of Etna, increasing compensation by $20,500 to a total not to exceed $97,932 and extending the term through June 30, 2024.
