The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. All supporting documentation is available for public review in the office of the Clerk of the Board of Supervisors, located in the Siskiyou County Clerk’s Office, 311 Fourth Street, Room 201, Yreka, CA 96097, during regular business hours, 9:00 a.m. – 12:00 p.m. and 1:00 p.m. - 4:00 p.m., Monday through Friday.

Approve letter to the California Debt Limit Allocation Committee requesting that the County's 2024 allocation be assigned to the Golden State Finance Authority for inclusion in their Mortgage Credit Certificate Program and authorize the Chair to sign the associated Attachment K, Housing Element Certification Form.

B.            County Administration

Approve request to ratify letter to California Department of Forestry and Fire Protection expressing support for the Mountain Fire Reforestation Grant being submitted by FWS Forestry Services.

C.           County Administration

Approve request to ratify letter to California Department of Forestry and Fire Protection expressing support for the Shasta Valley Resource Conservation District's Forest Health Grant application - West Mount Shasta Forest Resiliency Phase II Project.

D.           County Administration

Ratify letter to Fire Safe Council of Siskiyou County expressing support for the CAL FIRE Prevention Grant application - Weed Community Wildfire Protection Plan.

E.            County Administration

Ratify letter to Fire Safe Council of Siskiyou County expressing support for the CAL FIRE Prevention Grant application - Siskiyou County Community Wildfire Protection Plan Update.

F.            County Administration

Ratify letter to California Deer Association State Wildlife Project Director expressing support for the California Deer Association's Forest Resilience Grant proposal - South Fork Sacramento.

G.           County Administration - Personnel

Approve request to adopt amended Personnel Policy Section 7.9 Sick Leave.

H.           County Administration - Personnel

Repeal Resolutions P 23-224 and P 23-225 and adopt replacement Resolutions regarding certain terms and conditions of employment for Assistant Department Heads and amending the Siskiyou County Salary Schedule for associated Assistant Department Head classifications.

I.              General Services - STAGE

Adopt Resolution authorizing the execution of the certifications and assurances and Authorized Agent forms for the 22-23 Low Carbon Transit Operations Program (LCTOP) for the following project(s): STAGE - Happy Camp Service - $112,167, and accept the grant funds from the Local Transportation Commission.

J.             General Services - STAGE

Adopt Resolution approving the 23-24 State of Good Repair Program, retroactively approving the grant in the amount of $73,234 and authorizing acceptance of the funding from the Local Transportation Commission.

K.            Health and Human Services - Behavioral Health Division

Approve modification to subcontract agreement with Advocates for Human Potential, Inc., revising the Statement of Work and the Payment Schedule, as detailed in Modification #3.

L.            Health and Human Services - Behavioral Health Division

Approve agreement with California Department of Health Care Services, for the provision of Drug Medi-Cal Organized Delivery System services for substance use disorder treatment in the County's service area, in an amount not to exceed $6,212,000, for the term July 1, 2023 through June 30, 2027.

M.           Health and Human Services - Public Health Division

Approve the FY 2023-2024 Children's Medical Services (CMS) Plan, including California Children's Services, Child Health and Disability Prevention and Health Care Program for Children in Foster Care Programs, in the total allocation amount of $317,143.

N.           Health and Human Services - Social Services Division

Approve contract with Emergency Command Support, Inc. to provide mobile shower and laundry services as part of the Street Outreach Program, in an amount not to exceed $109,200, for the term February 1, 2024 through June 30, 2024.

O.           Public Works

Approve Notices of Completion for two re-roofing projects at the Lake Siskiyou Campground: Project 1 - Bait and Brew Building, Contract No. 23-0505-1 and Project 2 - Grill and Brew Building, Contract No. 23-0505-2.

P.            Transfer of Funds

1.         County Administrator - $23. Requires 4/5 Vote.

2.         District Attorney - $337. Requires 4/5 Vote.

3.         Local Assistance and Tribal Consistency Fund - $81,065. Requires 4/5 Vote.

Discussion, direction and possible action re emergency Public Works contract with Evans Building & Excavating, Inc. for continued emergency repairs at the Oberlin Road Transfer Station pursuant to Public Contract Code (PCC) Section 22050, including repairs to the Tipping Floor Push Wall.

Discussion and possible direction re update on an Airport Layout Plan at the Siskiyou County Airport and an update regarding Weed Airport activities.

Presentation of 2023 year-end update regarding the Community Development Department’s Building, Environmental Health and Planning Divisions.

Discussion, direction and possible action re first reading of an Ordinance amending Subsection (C)(1) of Section 10-14.100 of the Siskiyou County Code regarding Administrative Fines.

E.            County Counsel

Discussion, direction and possible action re Resolution rescinding authorization to record property liens for unpaid administrative fines, directing the Clerk of the Board and Community Development Director to file Notices of Rescission of Lien for properties subject to lien for unpaid administrative fines, and directing staff to continue to recover unpaid administrative fines through other mechanisms available at law.

Discussion, direction and possible action re rescheduling or cancelation of the March 5, 2024 Board of Supervisors' meeting due to the Presidential Primary Election.

Discussion, direction and possible action re request to postpone a Personnel hearing re an appeal of termination filed on behalf of a Sheriff’s Office employee, scheduled for February 7, 2024.
