The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to CAL FIRE expressing support for the Jefferson Resource Company's application for the Weed Community Forest Restoration & Enhancement Project Forest Health Grant.

B.            County Clerk

Approve agreement with the California Secretary of State to provide reimbursement with Federal HAVA funds for polling place accessibility training, in an amount not to exceed $20,000, for the term January 1, 2024 through June 30,2025, and grant authority for the County Clerk to enter into the proposed contract, authorizing execution of the agreement and to submit the attached Contractor Certification Clause. 

C.           General Services - Airports

Approve Airport Ground Lease with Brandon Fawaz for Hangar #5 at the Scott Valley Airport, at the annual base rent of $504.65, increasing as detailed in the lease agreement, for the term October 1, 2023 through September 30, 2028.

D.           General Services - Airports

Approve addendum to Ground Lease with Charles Jopson for Hanger #12 at the Scott Valley Airport, amending the annual base rent to $547.68 to be adjusted annually as indicated in new Exhibit C - Base Rent.

E.            General Services - Airports

Approve addendum to Ground Lease with Charles Jopson for Hanger #3 at the Scott Valley Airport, amending the annual base rent to $244.50 to be adjusted annually as indicated in new Exhibit C - Base Rent.

F.            General Services - Airports

Approve addendum to Ground Lease with Duane Brooks for Hangar #8 at the Weed Airport, amending the annual base rent to $903.67 to be adjusted annually as indicated in new Exhibit C - Base Rent.

G.           General Services - Airports

Approve Hangar Rental Agreement with Mario Galliano for hangar space 219 at the Siskiyou County Airport, at the base rent of $221.76 per month, adjusting annually as detailed in the agreement, for the term July 1, 2023 through June 30, 2028.

H.           Health and Human Services - Behavioral Health Division

Adopt Resolution authorizing the acceptance of the PATH Justice-Involved Round 3 Grant for County of Siskiyou Behavioral Health Division, for an allocation in the amount of $842,657, from the California Department of Health Care Services.

I.              Health and Human Services - Public Health Division

Approve addendum to agreement with Champ Software, Inc., for Nightingale Notes application subscription, increasing the agreement by $37,980 to a total not to exceed $62,886, and extending the term through June 30, 2025.

J.             Health and Human Services - Social Services Division

Approve addendum to contract with Solutions West, Inc., for Medi-Cal renewal processing assistance, deleting and replacing Exhibit A - Scope of Services and increasing the contract by $70,983 to a total not to exceed $514,103.

K.            Probation

Approve addendum to electronic monitoring service agreement with BI Incorporated, adding Schedule B to the agreement to reflect additional analytics services.

L.            Public Works - Road

Approve Local Transportation Fund Claim for Fiscal Year 2023/2024, in the amount of $613,838 for Public Transit; $455,433 for Streets and Roads;

M.           Butte Valley Irrigation District

Appoint In Lieu of Election, Ronald Criss to the Butte Valley Irrigation District, for a four year term ending December 3, 2027.

N.           Grenada Irrigation District

Appoint In Lieu of Election, Rodney Dowse, Charles Cash and Steven Edmond Mains to the Grenada Irrigation District, for four year terms ending December 3, 2027.

O.           Scott Valley Irrigation District

Appoint In Lieu of Election, Paul C. Sweezey, Sr. to the Scott Valley Irrigation District, for a four year term ending December 3, 2027.

P.            Transfer of Funds
