The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Authorize the County Administrator, or her designee, to complete an application for assistance in establishing a Drought and Water Shortage Task Force and developing a County Drought Resilience Plan through the County Drought Resilience Planning Assistance Program.

Approve letter to Assemblymember Corey Jackson expressing opposition to Assembly Bill (AB) 702 (Jackson) Local government financing: Juvenile Justice.

C.           County Administration - Information Technology

Approve contract with Chico State Enterprises - Geographical Information Center to provide on-call Geographic Information Systems (GIS) services, in an amount not to exceed $51,090, for the term January 2, 2024 through September 30, 2024.

D.           County Administration - Personnel

Adopt Resolution regarding certain terms and conditions of employment for Elected Department Heads, effective December 12, 2023 and adopt Resolution amending the associated Siskiyou County Salary Schedule, effective December 24, 2023.

E.            County Administration - Personnel

Adopt Resolution regarding certain terms and conditions of employment for Appointed Department Heads, for a term through December 31, 2026 and adopt Resolution amending the associated Siskiyou County Salary Schedule, effective December 24, 2023.

F.            County Administration - Personnel

Adopt Resolution regarding certain terms and conditions of employment for Assistant Department Heads, for a term through December 31, 2026 and adopt Resolution amending the associated Siskiyou County Salary Schedule, effective December 24, 2023.

Approve addendum to Professional Services Retention Agreement with Nossaman LLP, increasing the agreement by $3,750, to a total not to exceed $714,750.

I.              General Services - Sanitation

Approve request to repeal and replace Resolution 23-197 of the Board of Supervisors (Participating Regional Agency) authorizing the submittal of grant application(s) by the Siskiyou County Department of General Services (Lead Agency) to submit grant application(s) to CalRecycle for which it is eligible, and adopt Resolution for the same, which includes the City of Etna as a Non-Lead Participant.

J.             Health and Human Services - Behavioral Health Division

Approve contract with Siskiyou Union High School District to provide Prevention and Early Intervention services to at risk unserved or underserved students, at the rates identified in Exhibit A, for the term August 21, 2023 through June 30, 2024.

K.            Health and Human Services - Behavioral Health Division

Adopt Resolution deferring implementation of the changes made to Welfare and Institutions Code Section 5008 by Senate Bill 43 (2023-2024 Reg Session), with regard to the Lanterman-Petris-Short (LPS) Act, until January 1, 2026.

L.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with City of Yreka Police Department for Homeless Liaison services, increasing the contract by $320,000 to a total not to exceed $480,000 and extending the term through June 30, 2026.

M.           Public Works- Road

Adopt Resolution establishing Pledge of Revenue to satisfy requirements of Section 2773.1 Public Resources Code for financial assurance to reclaim County quarry sites – Yellow Butte (California Mine Site No. 91-47-0006), Little Lynn (California Mine Site No. 91-47-0064) and Mt. Shasta Pit (California Mine Site No. 91-47-0004).

Approve and ratify application to the Drug Enforcement Administration for Domestic Cannabis Eradication/Suppression Program grant funding, in the amount of $348,300, for a term October 1, 2023 through September 30, 2024.

Adopt Resolution for authorization to apply for and accept, if awarded, Fiscal Year 2024-2025 Boating Safety and Enforcement Financial Aid Program funding from the State of California Department of Parks and Recreation, Division of Boating & Waterways and authorization to participate in the program, in the proposed program cost amount of $71,725.40, for the term July 1, 2024 through June 30, 2025.

P.            Treasurer - Tax Collector

Approve the sale of various tax-defaulted properties via Chapter 7 Sale or Chapter 7 Sealed Bid Sale, pursuant to California Revenue and Taxation Code Section 3698.5.

Discussion, direction and possible action re request to accept 2023 RAM 4X4 Truck being donated to Siskiyou County General Fire by the South Yreka Fire Protection District, with an estimated value of $80,000.

Discussion and possible direction re presentation concerning the Upton Highlands mud slide that occurred in Mt. Shasta, starting on August 19, 2023.

F.            County Administration

Discussion, direction and possible action Resolution of Intent of the Board of Supervisors to participate in the proposed City of Mount Shasta Enhanced Infrastructure Financing District (EIFD) and newly formed Public Finance Authority, and including discussion and possible action re an amended EIFD boundary map.
