The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Ratify letter to the State Water Resources Control Board providing comments regarding the November 7, 2023 release of Preliminary Draft Emergency Regulations for the Scott and Shasta Rivers.

Ratify letter to the National Marine Fisheries expressing support for Scott River Watershed Council's application for grant funding for the Mid French Creek Comprehensive Restoration Project.

C.           County Administration

Ratify letter to the United States Forest Service expressing support for Scott River Watershed Council's application for grant funding for the French Creek Community and Forest Health Resiliency Project.

Approve addendum to contract with PACE Engineering, Inc., amending the contract to be an all-County rate contract with all County Departments able to submit requests.

Approve the Siskiyou County Mobile Use Policy, effective December 5, 2023.

Approve addendum to contract with CKM Environmental, increasing the contract by $75,000 to a total not to exceed $150,000 and extending the term through December 1, 2024.

Adopt Resolution adopting the Siskiyou County salary schedule, covering the period December 10, 2023 through December 21, 2024.

H.           General Services - Airports

Approve Airport ground lease with Matthew C. Altes for a hangar at the Siskiyou County Airport, at the annual base rent of $688.51, increasing as specified in the lease, for the term November 1, 2023 through October 31, 2028.

I.              General Services - Airports

Approve Hangar rental agreement with Tristan Branson for Hangar 211F at the Siskiyou County Airport, at the monthly base rent of $1,247.19, increasing as specified in the agreement, for the term May 1, 2023 through April 30, 2028.

J.             General Services - Facility

Approve contract with ExhibitOne (E1) Corporation for an upgrade of the Board of Supervisors' Audiovisual System, in an amount not to exceed $136,875.29, effective December 5, 2023 with work to be completed within 180 calendar days.

K.            General Services - Facility

Award and approve contract with S & B James Construction Co. for the Board Chambers Remodel Project, in an amount not to exceed $480,000, effective December 5, 2023 with work to be completed within 180 calendar days.

L.            Health and Human Services - Public Health Division

Approve Intergovernmental Transfer (IGT) agreement regarding transfer of public funds with California Department of Health Care Services, to transfer up to a maximum funding of $36,685 for the period January 1, 2022 through December 31, 2022, with the agreement term January 1, 2022 through June 30, 2025.

M.           Health and Human Services - Public Health Division

Approve contract with Dr. William E. Lofthouse to provide psychiatric oversight services at the Siskiyou County Jail, at the rates identified in Exhibit A, for the term November 30, 2023 through June 30, 2024.

N.           Public Defender

Approve agreement with Board of State and Community Corrections for the Indigent Defense grant program extending the term through June 30, 2024 and authorizing the County Administrator or designee to sign the agreement.

O.           Sheriff/Jail

Approve Memorandum of Understanding with California Health and Recovery Solutions, PC for the provision of Early Access and Stabilization services at the Jail, in an amount not to exceed $600,000, for a three-year term commencing on the effective date.

Approve request to ratify application to the Patrick Leahy Bulletproof Vest Partnership Grant, in the amount of $13,838, with an estimated completion date of September 30, 2025 and authorize the Sheriff to accept the award.
