The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve the County of Siskiyou Contracting and Procurement Procedures as amended.

B.            County Administration - Personnel

Adopt Resolution amending the Siskiyou County salary schedule and position allocation list with regard to positions in County service, effective November 26, 2023.

C.           General Services - Sanitation

Adopt Resolution of the Board of Supervisors (Participating Regional Agency) authorizing the submittal of grant application(s) by the Siskiyou County Department of General Services (Lead Agency) to submit grant application(s) to CalRecycle for which it is eligible and Resolution authorizing the submittal of application(s) for all CalRecycle grants for which the County of Siskiyou is eligible.

D.           General Services - Sanitation

Approve contract with Evans Building & Excavating, Inc., to repair concrete tipping floor at the Oberlin Road Transfer Station, in an amount not to exceed $224,493.63, with the work to be completed within 180 days from the December 1, 2023 effective date.

E.            General Services - STAGE

Authorize acceptance of financial assistance from the State of Good Repair Program for the 23/24 cycle and authorize staff to accept the awarded funds, up to $72,234, from the Local Transportation Commission.

F.            General Services - STAGE

Adopt Resolution adopting Transit Asset Management Plan 2023.

G.           Health and Human Services - Behavioral Health Division

Approve contract with James Coles dba Housing Tools, LLC to provide services related to housing and community development, at the rates specified in Exhibit A, for the term July 1, 2023 through June 30, 2026.

H.           Health and Human Services - Behavioral Health Division

Approve FY 23/24 contract with Happy Camp Community Action, Inc., to provide certain prevention, outreach and access/linkage services for at risk populations, at the rates specified in Exhibit A.

I.              Health and Human Services - Behavioral Health Division

Approve FY 23/24 contract with T.E.A.C.H., Inc., to provide certain prevention, outreach and access/linkage services for at risk populations, at the rates specified in Exhibit A.

J.             Health and Human Services - Behavioral Health Division

Approve FY 23/24 contract with Youth Empowerment Siskiyou (YES) to provide certain prevention, outreach and access/linkage services for at risk populations, at the rates specified in Exhibit A.

K.            Health and Human Services - Behavioral Health Division

Approve addendum to contract with San Jose Behavioral Health, LLC to provide 24-hour inpatient psychiatric services, deleting and replacing Exhibit A - Scope of Services.

L.            Health and Human Services - Behavioral Health Division

Approve subcontract agreement with Advocates for Human Potential, Inc., for Behavioral Health Bridge Housing Program grant award from the California Department of Health Care Services, in an amount not to exceed $2,425,534, for the performance period June 23, 2023 through June 30, 2027.

M.           Health and Human Services - Social Services Division

Approve contract with JoncoWest LLC, to provide janitorial services at 818 South Main Street, 2060 Campus Drive, and 912 South Main Street, Yreka and 1107 Ream Avenue, Mount Shasta, at the rates specified in Exhibit A, for the term November 20, 2023 through June 30, 2028.

N.           Health and Human Services - Social Services Division

Adopt Resolution to authorize an application for, and acceptance of, the county allocation award under Round 5 of the Transitional Housing Program and Round 2 of the Housing Navigation and Maintenance Program, in a total allocation amount of $77,489.

O.           Siskiyou Modoc Regional Department of Child Support Services

Approve contract with Hue & Cry, Inc. for services related to installation of security systems at 520 South Main Street Yreka CA, in an amount not to exceed $18,696, for the term November 1, 2023 through June 30, 2024.

P.            Transfer of Funds

Shasta and Klamath areas and draft Board of Supervisors' letter to the National Oceanic and Atmospheric Administration (NOAA) expressing support for their Transforming the Beaver Valley Headwaters Preserve - a Holistic Community Based Approach to Restoring a Klamath River Salmon Stronghold project grant funding application. Discussion, direction and possible action re appointments in lieu of election for the Scott Valley Service Area and the Shasta Valley Service Area of the Scott Valley and Shasta Valley Watermaster District to four year terms.

Discussion, direction and possible action re request to accept a donation of two non-road worthy trailers from Yreka Transfer Inc., for use at the Oberlin Road and Black Butte Transfer Stations sites.

Presentation of an update and background re the County's gold inventory.

Discussion, direction and possible action re first reading of an ordinance amending Title 3 "Public Safety", Chapter 4 "Traffic" of the Siskiyou County Code to add Article 16 "Off-Highway Vehicles" Sections 3-4.1601 through 3-4.1603 regarding the authorized combined use of certain unpaved county roads with motor vehicles and Off-Highway Vehicles (OHV).
