The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS

Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item since January 1, 2023. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.

Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. A.            County Administration

Ratify letter to the Wildlife Conservation Board expressing support for Siskiyou Mountains Interstate-5 Wildlife Crossings Planning Project grant funding application.

B.            County Administration

Adopt Resolution demanding and requiring that all wildfires within Siskiyou County be managed through full suppression efforts.

C.           Community Development

Approve contract with M. Peters Inc. to provide certain vehicle and waste abatement services on properties located on Cottonwood Creek, Minnow Way, Fond Avenue and Doe Lane, in an amount not to exceed $53,300 for the term October 17, 2023 through February 29, 2024.

D.           General Services - Airports

Approve On-Airport Memorandum of Agreement with US Department of Transportation, Federal Aviation Administration for the Automated Surface Observing System (ASOS) at the Siskiyou County Airport, for the term October 1, 2021 through September 30, 2041.

E.            General Services - Airports

Approve airport ground lease agreement with Vernon Fueston for Hangar #5 site at the Siskiyou County Airport, at the annual base rent of $760.80, increasing as detailed in the agreement, for the term October 15, 2023 through October 14, 2028.

F.            General Services - Airports

Approve addendum to airport ground lease with John Kennedy at the Weed Airport, adjusting Paragraph 4a-Lease Base Rent and Paragraph 4b-Lease Annual Base Rent Increase as detailed in the addendum and deleting and replacing Exhibit C - Base Rent.

G.           General Services - Communications

Approve Site License agreement with Top Sites, Inc., for lease of space to operate a repeater on Antelope Ridge (APN 022-010-130-000) for increased radio coverage, at the annual rental rates specified in the agreement for a total not to exceed $109,932.37, for a 22-year term commencing August 1, 2023 by automatically renewing as outlined in the agreement.

H.           General Services - Sanitation

Approve addendum to contract with Clean Earth Environmental Solution, Inc. for universal waste hauling services, extending the term through June 30, 2024, deleting and replacing Exhibit A - Services and Price Sheet and increasing the contract by $25,000 for a total not to exceed $125,000.

I.              Health and Human Services - Public Health Division

Adopt Resolution authorizing the acceptance of the allocation award under the PATH Justice-Involved Reentry Initiative Capacity Building Round 2 Program for County of Siskiyou, for an allocation in the amount of $500,000.

J.             Montague Water Conservation District/Big Springs Irrigation District

Approve request to make various appointments in Lieu of Election to the Montague Water Conservation District and the Big Springs Irrigation District, pursuant to California Elections Code §10515, for terms beginning December 1, 2023 through December 3, 2027 as follows:

         Montague Water Conservation District, Director Division 3 - Tristan Allen; Director Division 4 - John Hinton.

         Big Springs Irrigation District, Directors - Tristan Allen and Caralee Scala; Assessor, Collector, Treasurer - Lisa Faris.

K.            Sheriff

Approve contract with Integral Ecology Research Center to provide services related to testing and reporting for environmental impacts within cannabis cultivation sites, at the rates specified in Exhibit A, for the term October 3, 2023 through June 30, 2024.

L.            Transfer of Funds

1.         California Emergency Solutions Housing Program - $43,805. Requires 4/5 Vote.

2.         Public Health - $23,016. Requires 4/5 Vote.

Discussion, direction and possible action re Proclamation of the 16th Annual "Read Across Siskiyou" event to endorse daily reading, singing, and playing with children as a critical foundation for healthy development and lifelong success.

Discussion, direction and possible action re presentation of an update re current activities in the Mt. Shasta and Klamath areas and draft Board of Supervisors' letter to the National Oceanic and Atmospheric Administration (NOAA) expressing support for their Transforming the Beaver Valley Headwaters Preserve - a Holistic Community Based Approach to Restoring a Klamath River Salmon Stronghold project grant funding application.

C.           Shasta Indian Nation

Discussion, direction and possible action re Board of Supervisors' letter to California Department of Fish and Wildlife expressing support for the Shasta Indian Nation's request for the State to return ownership of certain Parcel B lands in the Copco Lake area.

Continued public hearing to consider two Resolutions approving an amendment to two existing Agricultural Preserves and approving the rescission and re-entry of existing Williamson Act contracts under Application APA-23-12, for the Outpost M-R LLC Project, located west of the community of Edgewood CA.
