Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda
contains a brief general description of each item to be considered. If you wish
to speak on an item on the agenda, please complete a Speaker’s Card identifying
the item(s) and return it to the Board Clerk. If you wish to speak on a matter
that does not appear on the agenda, you may do so during the Public Comment
period. Persons speaking during Public Comment will be limited to three
minutes, or depending on the number of persons wishing to speak, it may be
reduced to allow all members of the public the opportunity to address the
Board. Except as otherwise provided by law, no action or discussion shall be
taken/conducted on any item not appearing on the agenda. When addressing the
Board, please state your name for the record prior to providing your comments.
Please address the Board as a whole through the Chair. Comments to individual
Supervisors or staff are not permitted.
The Board may take action sitting as the Board of
Supervisors and as the governing body of: Siskiyou County Flood Control and
Water Conservation District Board, Siskiyou Power Authority, County Service
Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport
Land Use Commission, and In Home Supportive Services Public Authority.
DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code
section 84308, members of the Board of Supervisors are disqualified and not
able to participate in any agenda item involving contracts (other than
competitively bid, labor, or personal employment contracts), franchises,
discretionary land use permits and other entitlements if the Board member
received more than $250 in campaign contributions from the applicant or
contractor, an agent of the applicant or contractor, or any financially
interested participant who actively supports or opposes the County’s decision
on the agenda item since January 1, 2023. Members of the Board of Supervisors
who have received, and applicants, contractors or their agents who have made,
campaign contributions totaling more than $250 to a Board member since January
1, 2023, are required to disclose that fact for the official record of the
subject proceeding. Disclosures must include the amount of the campaign
contribution and identify the recipient Board member and may be made either in
writing to the Clerk of the Board of Supervisors prior to the subject hearing
or by verbal disclosure at the time of the hearing.

of Public Records. All public
records related to an open session item on this agenda, which are not exempt
from disclosure pursuant to the California Public Records Act, that are
distributed to a majority of the legislative body will be available for public
inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that
the public records are distributed or made available to the members of the

annual certification of Maintenance of Effort for Proposition 172 Public Safety
funding for the 2023/24 fiscal year and authorize the Auditor-Controller to
sign the certification.

the County Administrator, or their designee, to enter into various agreements,
as detailed in the agreement templates backup, with JoAnne Lang, Broker
Affiliation: Minton Hometown Properties Inc., to represent the County in the
sale and purchase of property.

District Attorney
Adopt
Resolution authorizing the District Attorney's Office to apply for, accept and
manage the County Victim Services (XC) Program grant from the California Office
of Emergency Services, in the amount of $136,847 for the term January 1, 2024
through December 31, 2024.

General County Fire
Adopt
Resolution approving Volunteer Fire Assistance grant agreement with the
California Department of Fire and Forestry for an award, in an amount not to
exceed $17,822.43 for the project performance period through June 30, 2024.

Approve FY
23/24 contract with Yreka Police Department for City of Yreka to provide a
Homeless Liaison Officer and associated services, in an amount not to exceed
$160,000.

contract with Redwood Institute of Social Research, LLC to provide certain
data, analysis and reporting services related to the Crisis Care Mobile Units
Implementation grant, in an amount not to exceed $78,400 for the term April 1,

Modification #2 to subcontract agreement with Advocates for Human Potential,
Inc., for the Crisis Care Mobile Units Implementation grant, revising the

addendum to Memorandum of Understanding and Data Sharing Agreement between

to a total not to exceed $1,000 pursuant to Paragraph VIII of the Agreement,

Resolution for the County to participate in the Great California Shakeout and
work toward becoming a safer community, with an earthquake drill on October 19,

addendum to contract with Pace Engineering, Inc. to provide Municipal
Engineering services, increasing the contract by $40,000 to a total not to
exceed $110,000 and extending the term through June 30, 2024.

required by the California Department of Conservation and Mining and

461770 increase by $27,214.30; and the following that have been reclaimed:
